At the July 24 board meeting of the Florida Keys Mosquito Control District, I was the only "no" vote to raise the tentative property tax rate by 11.3 percent for fiscal year 2013. I also proposed some specific items for further cost reductions. One of these has caused debate within the community. I want to publicly explain my position on both issues.
