Walker: New procedure on paying the bills could curb abuse

Enforce The Rules

There already rules in place. People using people skills will enforce them. First offense for mistaken use is a written reprimand, second offense for a mistaken use is time off without pay, third or first offense for flagrate disregard or intent to defraud is dismissal and prosecution. School Board superintendent's remarks that this is commonplace, widespread, and tolerated should be investigated and prosecuted to the fullest extent of the law and he should resign or impeached by the Board. GET TOUGH ON CRIME.

This is a Third Degree Felony.

Fraudulent certification of a sales tax exemption is a third degree felony in Florida, and if you look at the Florida Department of Revenue's website, it is subject to MANDATORY punishments which are much stricter than even the punishments for other sales tax fraud. People who were just sloppy have been thrown in jail for sales tax violations in Florida -- here we have an intentional, systemic and corrupt practice, which the superintendent went on the radio justifying as a way to avoid the sales tax. If that doesn't satisfy the intent requirement of the criminal law, I don't know what does. On top of that, to the extent the cards were used to avoid sales tax in other states, you have sales tax fraud in all of those states as well. Next, if the cards were used to book airfare or hotels, you have potential tax fraud with respect to all of those taxes, which can be local, state or even federal. Tax fraud, especially in this economy, simply cannot be tolerated. When our kids are losing valuable or even critical educational services all over the country, how can we have a superintendent who goes on the radio advocating tax fraud?!? As a voter, I demand that every single affected taxing authority get notified, and all penalties assessed. Nothing angers me more than when people who make a lot of money turn around and cheat the very system that enabled them to prosper. Is there anything lower class than that?

So here we are considering sales taxes for the school system and guess what.......the school board does not pay state sales taxes on credit card purchases......so unless the ammounts charged to those credit cards for personal items had the sales tax paid there more monies due on those purchases.

There are only two reasons why a person would use a "company" credit card for personal use: either that person's personal cards are maxed out OR she intends to steal the money. Secondly, do you really expect Mike Henriquez (Mrs. Acevedo's boss) to scrutinize her credit card purchases and expense reports, knowing that she is married to HIS boss?

Eliminate the Cards

Just eliminate the cards. It makes no good sense to use credit cards to the extent they have been issued. Fix the policy by eliminating them.

eliminate the use of our Key West fire trucks for the guys running errands to publix, the banks, and taking the scenic route past the beach during spring break. The super market runs are almost daily and its shameless. How many miles do those vehicles get per gallon? The dept should be commended for a great job on Duval St this week, but lets all watch our backs while anyone from the State is looking at the books. At least take one of the darn pick up trucks we bought you!

Deb Walker should resign along side of Randy

She has continually voted for every thing that Acevedo wanted. She always criticizes every cost issue that John D. And Steve P raise. She makes whining comments such as "Its for the children" to make the other council members look bad, She is obviously in Randy's pocket. This was most noticeable when the school overrode procedure to NOT make John D. chairman. It was his turn but the gang of 3 overrode it and made Andy G. Chairman. This obviously was an inside deal between them and I would suspect Acevedo. This was to belittle John D. She continually accepts Acevedo's lame excuses that this is how it has always been done ignoring state law and school board policy. This article confirms her ignorance of law and policy. Now she wants to change the policy at hand. "School Board policy prohibits the use of district credit cards for anything other than school-related purchases. Employees violating the policy can be fired and, in some circumstance, face criminal charges." The policy looks clear to me! I dont know about all of you but I'm tired of her cackling ignorant attacks against John D and Steve P... In two years we can vote her out. If this issue is smoothed over then it will confirm what we all have suspected for sometime that the corruption in Monroe county is all encompassing and probably will never end.

Blackberry's -197

Why are there 197 Blackberry's? What is the cost, there is no reason for anyone in the school district to be connected to email/web/data services 24/7. It is not just the cost of the Blackberry devices or the monthly data services, but the cost for technical support; is the district using a BES (Blackberry Enterprise Server), what is the cost per year for the software/hardware.... Before we start looking at raising taxes, let's look at where we can cut wasteful spending, for instance 197 Blackberry's!

There are only 22 Blackberry accounts in the school district, the 197 is the total number of phones, including school bus drivers, maintenance dept. workers and all of the schools put together, so please get your facts straight.

How is it possible for the driver to drive and use the phont? What happened to the CB radios on the buses? Ok, now think of the safety. Also, why do so many drivers talk on [their personal] cell phones [while] driving the bus?

Only 22

What is the cost for those 22? What is the need for anyone in the school district to have a Blackberry that justifies the device, the voice/data service and the associate cost in the data center? It may be just a few thousand dollars, but that is money taken from the class. The question concerning need vs. cost is legitimate; if the cost to the tax payer can be defended, the issue is mute. Are these 197 “mobile” devices issued when the school year is out of session? Anyway, the Citizen article stated there are 197 blackberry’s.

Tech spending is 40 million plus

Tech spending can be a financial quagmire in schools. The tech companies use [scare] tactics pushing the idea that the schools will be behind the times if new technology is not purchased. Then you have the tech geeks within the school district who have to have every new device. Maybe we should be looking on how the tech expenditures are handled. There [have] been rummors of tech company kick backs occuring in many school districts across the nation. Didnt Randy win some tech "savvy' award from some tech business association last year? I'm sure this was based on how much the school district spent not on whether he was informed on how to spend our TAX MONEY!

A Note To Ms. Walker

Ms. Walker - there are already policies, procedures and consequences in place. The policy was broken, the procedures not followed and in the end the consequences have to be issued to Mrs. Acevedo and anyone else that is found to not followed the rules. I have been one of your supporters and hope you will now support those of us who voted for you. STAND UP AND BE COUNTED. You need to put yourself in our shoes and demand that a complete audit for the past 4 years be performed. Please do not disappoint us and brush this over. Elections will come around again and this is not going to be forgotten by then.

The school board should restrict the use of district credit cards for personal use, period. No bending the rules, as Walker suggests, because some of these bad apple employees will take advantage of it. And, why isn't the school district handing over the documents? I want to see how my money has been squandered.

The Real World

In the real world of business, if you break the rules, you get fired. In the real world, this would have been discovered within a few months of it happening and consequences delivered. This is not the real world however, this is the Keys where the Bubba System is in full swing on a daily basis. We need to stop the current system and get into the real world.

Debbie is now blaming this whole thing on the policy and not the people that misused the credit cards. So count 1 board member out. Surely John and Steve will demand accountability, so it will be up to Andy and Duncan, one of them will have to do the right thing or this will be buried like everything else.

We know the position of John and Steve, Mr Griffiths took the files to the State Attorney and requested he investigate, that's 3 wagons, the question now is, "what will State Attorney Ward do, hopefully, his job.

Andy only took this to the State Attorney because he was required to as Chairman of the Board. Too back this didn't happen under Pribramski's tenure as Chairman! Don't count Andy Griffith in until Barney Fiffe locks up the Acevedos!!!!!!!!!!

New Credit Card Regs

You can make all the changes you want, if you don't enforce them you will have the some results. Admin Staff found a way to "borrow" money from the School District, my concern is, "did employees tell other employees how to do it", and that is a bigger crime.

What they have is a people problem not a procedural problem. You cannot make enough laws and rules that will stop people with intent to steal. They do not care.

The bubba superintendent, Mr. Acevedo, should resign. It grates my . . .that our tax dollars are possibly being misused.
