School Board laments crisis

When former Adult Education and Career Coordinator Monique Acevedo resigned March 3 after allegations surfaced that she bought a $300 pair of sunglasses and an airline ticket using her school district credit card, no one knew how wide-reaching the investigation into allegations of financial abuse would go.

Her resignation, announced by her husband, Schools Superintendent Randy Acevedo, launched two weeks' of daily revelations that have shaken the community's confidence in the school district and angered teachers and principals who've been asked to do without certain supplies because of a tightening school budget. Parents, taxpayers and school donors have been vocal in their disdain, as well.

Concerns about Monique Acevedo's personal purchases on district credits quickly gave way to worries about her regularly exceeding purchase orders. Then questions soon arose about the whereabouts of the ninth-graders' fundraising money and apparent discrepancies in the cash-only fees cosmetology students paid and the amount deposited. Monique Acevedo was in charge of both.

On March 6, a Friday, School Board Chairman Andy Griffiths, who said he was worried that "things" weren't moving quickly enough, dropped off two folders containing some of the Acevedos' district credit card records to Monroe County State Attorney Dennis Ward's office.

The next Monday, the school district released more than 1,000 pages of both Acevedos' credit card bills, store receipts, vouchers, and e-mails that revealed an apparent attitude toward spending that outstripped the public's imagination.

The enormity of the alleged financial abuse came to light -- that Monique Acevedo had purchased tens of thousands of dollars worth of food, clothes, cosmetics, airline tickets, sports equipment and home furnishings, including a bed set, chandelier, lamps, pillows and other items.

The records show, for instance, that in November 2007, Acevedo charged $5,318.12 on her Bank of America credit card that's paid for by the taxpayer, and turned in no receipts at all, according to schools Finance Director Kathy Reitzel. Acevedo spent money in Walt Disney World-area stores and boutiques that month. Until her buying sprees can be compared to her travel dates, it's not known whether she was on a school-related trip or on vacation at the time.

On Wednesday, Key West High School Principal John Welsh told The Citizen that he'd contacted School Board attorney Richard Collins about absent paperwork, receipts and possibly non-deposited money connected to four fundraisers over which Acevedo had control.

Thursday, board members revealed state auditors had been asked to look into an adult education cosmetology program, formerly under Acevedo's control, that requires all participants to pay for courses, books and cosmetics in "cash only." At first look, board member Steve Pribramsky said, the deposits that should account for all of the students may be short by thousands of dollars.

And that was just the first week after the Acevedos' records became public.

The bigger picture

Though the Acevedos, school attorney and School Board members say they'll comment more once the Florida Auditor General's Office releases its auditors' findings, it's clearly been a week of revelations not seen in the district for a long time, if ever.

"It's sad, it's just bad," board member John Dick said Friday. "Marathon High School sent an e-mail to all the teachers that they're on their last box of staples for the year. ... Supplies have shut down, there's no more money, the paper's gone. I've talked to teachers, and they say, 'We don't have paper; we're not given any supplies.' "

Board member Debra Walker, who met with School Advisory Council members in the Upper Keys in the past month or so to encourage them to seek donations from the public to make ends meet, said she knows schools are low on operating funds.

"I'm surprised and disappointed in the [revelations]," Walker said Friday. "We're in Tallahassee working on the biggest issue facing Florida, which is the fiscal crisis. Legislators don't know what they're going to have to spend on education until the first week in April. Even business as usual isn't normal this year."

The board is responsible for overseeing the school system's operation, so it's not been easy seeing how quickly things can go out of control, board members said.

"I'm saddened and disheartened if it has been going on for a long time," Walker said. "I'm disappointed no one felt comfortable coming to a board member to address the issue."

The board has some work to do, Walker said.

"Personally, I'm OK, I'm not worried," she said. "I'm confident the board is strong enough and well-educated in the law that we'll fix it better than it has been for quite awhile. Florida policies and law are strong. No single individual can ruin the system."

Griffiths, on his way back to the Florida Keys from Tallahassee Friday, said he was "in the weeds" with the crisis. He knows the chaos of the past two weeks makes it look like the district is out of control.

"It's fair to call it a crisis. We're all in the weeds now," said Griffiths, a fan of analogies. "Right now, I'm on the ground with a fire hose and no longer in a helicopter. We still have to maintain a 10,000-foot view, however."

As Walker, he wants to tackle the problems the board was worrying about before the credit card crisis hit.

"We're in the big fiscal crisis in the schools, yet we're in another larger crisis," he said. "We have to maintain our focus on the 15 percent we may have to cut from our budget [because of state education cuts], not because of one rogue employee is affecting a small portion of our budget. Don't forget about the larger crisis."

For board member Steve Pribramsky, clearing employees that aren't misspending is a top priority.

"Once we get a forensic auditor, we should start by clearing the names of those who are following the rules and get their names out there fast," he said. "It's not fair to those who aren't doing anything wrong."

He hopes teachers and school administrators aren't losing their faith.

"It's a tough environment," he said. "I'd like to know, how are you operating, now that the CEO has lost his royal compass?"

Teachers stay focused

Though he and Dick have been the most vocal about the administration's fiscal reporting and have argued for better management of administrative travel, reducing contracts and better spending practices at school district headquarters, he's not gloating about the latest revelations.

"I'm sorry it's happening," he said. "It takes the eyes off what we're supposed to be doing. That's taking care of the kids."

School officials said they are concentrating on teaching and managing the education of children. Amber Bosco, principal of Poinciana Elementary School, for example, said she is keeping a calm ship.

"At our building, we are focusing on what we do every day -- teaching and instruction and doing what's best for our students," she said. "Today we had a great show to reward the students for reading more than 25,000 books. We're celebrating our successes."

Marion Smith, principal of Horace O'Bryant Middle School, also is concentrating on keeping the students on track.

"It's about the kids, and we've been 'business as usual,' " she said. "We're always doing something special. Our garden kids did their presentation at the Key West Garden Club. They took the Garden Club members vegetables they grew in the community garden and in our vegetable garden at school: tomatoes, green beans, lettuce, a few carrots and radishes."

It's the largest investigation facing the school district administration in many years, Griffiths and Walker concurred. Both have been board members for at least 16 years.

Monique Acevedo was first hired by the school district in 1994 as an office aide in the Adult Education and Career department. She worked her way up the ladder to become office manager in 2003 and then head of the department in 2008.

I don't think anyone other than Monique herself will ever really know for sure. But heaven help her. She is just one poor woman who happened to get caught. I'm not trying to justify it at all, but if we really knew the extent to which many many politicians steal from us, we'd probably go beserk. I hope she doesn't go to jail simply because she is not the type of woman who would benefit at all from incarceration. There are scads of petty criminals in there who really have no heart. It would destroy the poor woman. I think that the public crucifixion she has already suffered will remain with her the rest of her life and I seriously doubt that she would ever be stupid enough to repeat a thing like that. Money and power can go to anybody's head. She is not unlike a lot of people that you probably pass on the street everyday. Give her a break. Repaying the money should be enough to satisfy the bloodthirsty public. I'm sure she's probably learned her lesson. It's a shame the way people go for the jugular of any person with noteriety when they're caught at something like this. Look at poor Martha Stewart. Inside trading is the NAME OF THE GAME on Wall Street. She just got butchered because people were jealous that a woman could actually make the American Dream come true for herself and because she was famous and talented beyond their comprehension. Same with poor Michael Jackson. He is a sick man for sure but that's no reason to demolish him as a person because people HATE IT when others have big success in their lives and they do their best to tear then to pieces when their dreams come true. Lighten up all you leeches. Put yourself in her shoes for an instant and you'll understand what she must be going through. I think she's learned her lesson and the ruination of her husband's career and the shame her children must be facing will torment her for the rest of her life. I think that with exception of the monetary aspect, justice ( as we know it) has already been served.

Easter Sunday Meal

Over the weekend I was planning for our family Easter Meal, searching the Grocery Ads for the best prices on 2 dozen Ball Park Franks, Campbell Baked Beans and potato chips, we [used] to have Ham, Turkey and all the trimmings. I had a vision of Easter Dinner with the following [sitting] around the table: the Acevedos, the Henriquezs, Mike and Bookie, the McPhersons, John Welsh, Kathy Reitzel, Ken and Frankie St James, Deb Walker, John Dick, OOPs, that's a mistake, can't see John Dick being invited. Hopefully you are getting the picture. Imagine the conversation, ask your own thoughts, my first one would be, Randy and Monique, how could you get us in this mess? Then the finger pointing would began. We will still have our Easter Meal of Hot Dogs and Beans and knowing I paid retail for them. Thank you Lord for all our blessings, dig in!!!!!!

Thanks for this info! It made me sick, but It opened my eyes! Not only should we ask about the CC charges, but why in the first place was Randy allowed to employ HIS WIFE? And there is no way in the world he did not know anything about this, you know he had to have been with her at some point while she was making purchases, didn't he notice the CC she used? And She bought plane ticket, wouldn't he wonder how she paid for them, if that charge didn't show in their personal account or CC???? He knew it too!! That is why she thought she was going to get away with [the alleged theft]!

that nobody has been accused YET! The future however will show that someone had to sign off on all of the P card purchases and PO reimbursements without the receipts being produced by Monique. If it wasn't Randy that signed off, then it had to be Mike or Frankie the 2 Deputy Superintendents at the time. Remember Frankie is retired making $60,000 a year from the school district as a "consultant".

I'm curious. Why is someone allowed to make a swipe at Pribramsky here in the comments, but not at the persons who have done nothing but attack Pribramsky since he opposed one of their darling Conchs ...?

Because [Pribamsky] is a public figure, one has the Constitutional right to "take a swipe" at him (criticize). You do not have the right to publish allegations or defamatory comments about a private individual.

Its sick to open the paper in the (AM) to see the new things they have found to be purchased [allegedly] by Mrs. . .Acevedo. There might be classes like she was teaching at the county jail. Randy can go visit her on school time as well. . .

Speaking of reimbursements, I think it's only proper no matter what finally happens to the Acevedos because of their alleged misdeeds, they should at least, even if they don't go to jail ( Wouldn't THAT be something) be required to pay back every penny of the [alleged] purloined funds back to the school children of Monroe County WITH INTERESTS AND FINES AND PENALTIES if they are proven guilty. That's a hell of a thing for a middle school kid to learn: that the elected officials in charge of stretching every dollar in the midst of a worldwide financial crisis [allegedly] have actually been skimming money from their limited piggy bank so that they might have a cushier life. Our kids will start believing that school and education ultimately lead up to a life of crime and theft from those you are employed to serve. I mean ANYTHING but the school system would have been 100 times more forgivable, if this sort of thing IS, in actuality ,unforgivable. It's a very hard thing for a young mind still in formation to percieve that the people in charge of educating them properly in effect don't really give a rat's tail about the kids or their education, depriving them of much needed supplies while the live "high on the hog" and probably laughing all the while. Let's see them make restitution. If they don't,I for one, will consider the whole affair a travesty of justice. What an ugly thing to discover. It's still sinking in. If it had been during a period of "plenty" I might see it differently, but with the financial crisis we're experiencing, it's nothing short of an abominal heinous crime of great magnitude. Don't these people have any sort of conscious? I guess the limelight and it's "priveledges" are all most politicians are concerned about . The actual job is but a superfluous incidental. GROSSSSSSSS!!I wonder what "plans" they might have formulated to save their homes from foreclosure.......Creepy! I know there are a lot of great politicians out there who really do work for their constituency and have a clean and honest heart. This is the first time I've

This is the first time I've seen the Reimbursements to Employees on the school website. The school sure uses alot of supplies from Pier 1. Hundreds of $$ reimbursed to Monique Acevedo every month.

Wow, add up the total reimbursements to Monique from July 2008 to January 2009, $11,382.00! This on top of the P card purchases. $676.00 reimbursed for "supplies" purchased at Pier 1 in December alone. When did this lady have time to actually work?

If you look closely and start adding up some of the pieces to this puzzle, it appears that after she bought things on the purchasing card, she then took those receipts and submitted them for reimbursement as a purchase order. Take a look -- if you add up some of the line items in the purchase orders for a single vendor, the aggregate amount is almost always within $1.00 of a single charge that same month at the vendor on the P-Card. Way to double dip! And here we thought things could not possibly get any worse...

PARENTS, TEACHERS, & COMMUNITY MEMBERS NEED TO READ THIS

While this administration has been [accused of] wasting our children’s education dollars on political paybacks, shady real estate deals, creating excessive administrative and non-teaching-teacher positions, travel junkets, and who can forget the latest… PERSONAL SPENDING, Debra Walker has suggested making cuts that would directly effect the quality of programs our students will receive. She is also suggesting that schools FUNDRAISE FOR BASIC SUPPLIES and that we RAISE TAXES!!! Along with Andy Griffiths & Duncan Mathewson, Debra Walker has failed to do her job and monitor this administration and now STUDENTS WILL SUFFER. I would also like to point out that this presentation leaves out important budget information (like the Flexible Funding Referendum and the District Cost Differential) in order to take the focus off our local budget and place blame with the State. Did you know that Monroe County spends over $12,000 per student? Did you know that no other county in Florida even spends close to that amount? So while Debra Walker is off complaining about how bad Florida education funding is, our local school district officials are [allegedly] SQUANDERING MILLIONS. Get informed, stop these misleading half truths, and DEMAND that money be spent in the classroom.

You need to check your facts. Go check the minutes for the last 2 years. Reality cannot be based on gossip or perception. There are very few 3:2 votes. Many are 4:1 and most 5:0.

So let me guess, you just learned about the coming financial crisis? Four years ago when Randy first took office there was over 12 MILLION IN RESERVES. Randy has substantially increased the operating budget thanks to the flexible funding referendum and property tax revenues generated by the real estate boom. During these good fiscal years he created numerous administrative positions and non-teaching teacher positions, he also managed to exceed revenues and subsequently spent down the reserves. In 2006 when Dick and Pribramsky were elected they begin calling for spending reductions in order to prepare for the fallout since at that time real estate was showing signs of a bust. The other 3 board members refused to listen and actually went so far as to shut down their questioning. Now we find ourselves with a dwindling reserve & lowered future revenues. If at least one other board member would have supported them, things could be different, we could have had enough funds left in the reserve to carry us through this difficult time until recovery which is expected in 2010.

10%?

You believe only 10% is not legit? So by your logic, only a "little bit" of theft is not a big deal, because there is a much larger, looming financial crisis ahead of us? Boy, I'm glad our criminal justice system is not based on your philosophy. Millions of people suffer every day...women and children are victimized by other people, by fate, by illness, by poverty, by circumstances -- so, you know, a "little bit" of a crime against just one woman/child is not something we should really spend much time thinking about, right? And, you know, instead of spending resources prosecuting/punishing a person who did a "little bit" of crime against just one person, we should all stand around fretting about the much larger, looming crisis of violence/illness/poverty/war that makes people suffer all over the world, right? Well, guess what: I don't feel that way about crime, and neither do most people in our society. I, and most people, believe that we need to react to instances of crime, regardless of the scope versus overall macro issues, because when we take action in such instances, we begin the process of also working on the macro problems. Just as every act of violence against just one person is part of the much larger problem of crime/violence around the world, so too is every act of financial fraud a part of our worsening budget problem. Of course the two are related. This matter [must] be addressed, it must be addressed in the strongest of possible ways, and then and only then can we be in a better position to deal with our worsening budget problems. Besides, think about it -- how much sympathy will we have from Tallahassee when we are asking for more money and then not punishing the people who [allegedly] fraudulently use it for their own gain?

In the link above, there was a policy presented on Fraud at the February Board meeting...go to: 2. New Anti-Fraud Policy #8730 (ud 02/09/09) I wonder if it got passed or went back for revisions? I don't think the procedures are correct either...go to the Superintendent/ or the Board Attorney..then maybe it will go to the Sheriff' Department? my my...just a little too late!!

Key West Housing

Its true I know people who work for the school board and own 3 houses and 2 new cars and they pay almost nothing in the pink apts. Yes there men and women come there at night and stay with them. And they have a different address like a Pobox. They need to pay the same as we do.

Administration Travel

Why do school administrators travel and get to have their own hotel rooms when the teachers travel and are forced to share rooms? Also, I know of one conference where the teachers were going to classes and the administrators were playing golf. AMAZING, isn't it!

School Board Visits

The School Board should have made themselves more available to the teachers. Why don't they speak up? They do. Most have sent all of you emails. You just refused to believe what you were reading. Shame on all of you.

John Guerra:

When you finish with this mess, can you go over to the Housing Authority and ask why family members of persons on their Board get discounted rent?? I'm talking BIG DISCOUNTS for the income these family members make. Then after that, head over to the Stock Island Apts where some tenants only pay $2.00 a month. These "tenants" lie and say they don't have a husband (these are the "husbands" driving the new vehicles and only sleeping there at night)

Probation officers lie also...

probation officers live at poinciana plaza who lie about children who no longer live with them to get bigger apts for cheaper rent. You have single probation officers living in 3 & 4 bedroom apts. whose kids haven't lived with them in years. Also, drive through the parking lot and look at how many expensive SUV's and nice cars these "needy" people have. it's a scam and even the police officers are in on it. shameful.

Poinciana Housing

This place needs a complete overhaul to get all these scammers out of here. There are so many people with kids that need these apts with the 3 and 4 bedrooms. There are people in there that own their own business and you know they don't report ALL the income they get since alot of it is paid in cash. ...

Um, her immediate boss?

If you are looking for the person responsible for oversight, check out her immediate boss, Mike Henriquez, the citizen has yet to mention his name even once, and he was supposed to be the guy in charge of her section. Not saying Randy might not be involved, wait for the final audit on that one, but why is no one running after this guy with pitchforks and torches? He was her boss, a layer in the beauracracy under Randy, but no one has fingered him at all. Maybe 'cause his dad is the biggest bubba in Monroe County and chatted with the publishers of this paper to keep him out of the news. Check it out.

Mike Henriquez

oh...his name appeared in the Editorial on Sunday -..... "Instructional Services Director Mike Henriquez says he has not lately OK'd any expenditures because no documents were forwarded to him for authorization. Is he or is he not in the loop? Is it his occasional responsibility to merely sign off because a higher up executive signature is required, or because his official approval and testament is required?".... It was a mild comment but asks a very good question...is Mike Henriquez there because of his superior ability to carry out the functions he has been assigned..?? or is he there to have a title and occupy space??..It doesn't look to be too difficult to figure out!!
