Witness testimonies key to school case
State Attorney Office investigators' questioning likely to continue

Depositions from 18 current and former school district employees and associates are part of the criminal case State Attorney's Office investigators have been constructing since March 3, when the former adult education coordinator and schools superintendent's wife resigned amid a financial scandal.

The witnesses include Mon-ique Acevedo's underlings, Finance Director Kathy Re...

The Acevedo saga

Randy and spouse are but the latest members of Key West's Hall of Shame. That their misconduct was not swept under the carpet promotes, at long last (and likely temporarily), the notion that words like decency, honesty, integrity, and trustworthiness have meaning, even for public officials in Monroe County. The Citizen should be highly commended for their salutary coverage of this latest debacle in Key West's sordid history.

The Rich and Famous

Randy and Monique always adored fame. Now they are famous. Isn't life grand!

Business logic

In a business or corporation when there is a situation like this the person at the top goes ... plain and simple. Randy is at the top, the buck stops with him and he should go. Add that he was told about the misuse of policy and did nothing, handed a fraudulent letter to a social service agency covering up the misuse and is uncooperative to both the school board and state attorney is more reason to go. Bottom line, in any corporation, and the school district should be run as a business, the guy on top is fired.

Absolutely. That's why I'm appalled that he's not been removed

The taxpayers are his employers and they want him gone. He's simply showing how totally greedy and money-grubbing he is, to insist on staying when no one wants him there. He just wants to dole out some punishment to those who he deems disloyal and wants to collect more $$ and pay back more political favors before he goes. He has to know he's going to be arrested, right? He has to know that it's not a matter of a jury DECIDING if he used Federal Funds for his campaign. I'd say that part is very much set in stone. What's open to speculation is his being charged as an accessory and for the coverup.

Welsh is Out

And McPherson's wife is in. No vendetta here, is there?

MR. WELSH

MR.WELSH SHOULD NOT BE REMOVED. HE HAS DONE AN OUTSTANDING JOB . AT LEAST HE'S HONEST AND FAIR. WHY DON'T THEY CUT SOME OF THE BIG-WIGS JOBS THAT STEAL THE TAXPAYERS AND SCHOOL MONEY? I WILL NOT GIVE A CLASS-ROOM ANY MORE MONEY AS THE STUDENTS DON'T GET THE ADVANTAGE OF IT. THIS IS A HORRIBLE THING THAT IS GOING ON. I PRAY THAT MR.WELSH WILL FIGHT TILL THE END AND WIN. HONEST PEOPLE STAY AT THE TOP. MR WELSH I GIVE YOU CREDIT FOR NOT GIVING IN TO THESE SO CALLED PEOPLE.

Pass this on

Plain and simple

"Plain and simple, Superintendent Acevedo promoted his wife from a position she was not qualified for to a position she was not qualified for". All shock and disgust about Monique Acevedo' s actions aside, I was willing to give the Superintendent the benefit of doubt. I believed and still believe that he got caught up in his wife's mess without ever realizing its full extent . The fake letter was probably given with the intent of sweeping under the rug what he may have believed to be a minor financial transgression. I doubt that enough will be found to convict him or that he fully understood the scope of his wife's [alleged] criminality. However..... as a teacher I am angered that this woman was given a position far beyond her qualifications. As educators we jump through hoops in order to keep our professional certifications current and valid. Because we care about our profession many of us, myself included, spend twenty or thirty thousand dollars in order to obtain post graduate degrees, money that will not ever be recuperated by step raises. This woman's sense of entitlement astounds me, at no point did she even attempt to further her education or upgrade her qualifications. This flies in the face all of the teachers and professionals who work for the MCSD.

The Items

[If] these items are in Randy's house.. can't he be accountable to for having stolen items?

toilet paper?

So the USA is the only place where toilet paper is used...people in foreign countries just go around with the stink butt? I find that incredible. But there is so much about this whole thing that I find incredible.

WE DO NOT NEED randy AT OUR GRADUATION

Another Block Party Planned

I have a feeling there is going to be another block party on 17th Terrace. Blockbuster to say the least!!!!

Business as usual regardless the outcome of Ward's "investigatio

Ward's "investigation" is just giving the bubba system time to shuffle the deck chairs on the Vandenboondoggle

The stranglehold of the inbreeds will not be loosened on his current course

More convinced than ever

From the time this scandal broke I have always believed that Monique and Randy did not think they were doing anything wrong. They figured that they were just reaping the bubba perks to which they were entitled by their position. Even the earnest attempts at covering things up did not begin until after it all beccame public. The Andola allegations just provide further evidence that such was the culture of the organization. Does this mean they should not be punished? Absolutely not! Their belief that they were entitled does not change the illegality of their actions and the violation of public trust which they committed.

Clarification please

"Acevedo blamed her staff at Key West High School for some of the purchases on her credit card and said they had lost and/or failed to maintain their receipts, which is why it took her more than a year to turn them in." A clarification of "staff" is needed here. The staff at Key West High School works solely for Key West High School, its administration and faculty, and not for Adult Education. Monique was the director of Adult Education and had her own staff who are listed in a hard copy of today's Key West Citizen. The Adult Education program is a separate department that is only housed on the Key West High School campus and is a constant source of controversy on its own.

Here is clarification

The wording, "Acevedo blamed her staff," refers to her Adult Education staff that as coordinator she managed. Those indeed include Debra Castellano, Sylvia Gonzalez, A. Hooper, Nadine Toriello, and the other office personnel in Marathon and Key West. On Feb. 17, Monique gave the letter Kathy Reitzel when Reitzel met with Randy and Monique in Randy's office after the three-day weekend. In that letter, Monique laid out the toilet paper, toothbrush and teaching hygiene to foreign students learning English for Speakers of Other Languages. You are correct, the Key West High School staff includes those who work for Principal John Welsh and not Monique's Adult Education Department, which has office space behind the cafeteria and not part of Welsh's domain. Hope this helps. Monique meant that adult education office workers had her credit card receipts and store reciepts, which Castellano said wasn't true. We'll see ... all the evidence has not been produced yet, especially on the defense side.

RICO

Not schocking at all. In fact, if you audit some contract invoices you'll discover some charges that are diversionary; tactics that are useful to cover a kick-back. I would not offer immunity to any of these people because they deserve to be humiliated in public, prosecuted to the fullest extent of the law, and then rehabilitated.

diversion...

I smell a red herring...and it's rotten!

IT Contracts

Acevedo son obtains IT contract. Low bid. Now how did he know where the bids came in at! There's more.

Why a jury trial?

I am an attorney, but for the life of me I really can't understand why on earth Monique is requesting a jury trial. It doesn't make any sense. Does she really believe that the jury trial would be conducted in Monroe County (or more specifically, Key West), and that she and her family are so well-liked that she will prevail?!?! Setting aside the almost obvious fact that the trial would be removed to someplace else (likely to a more rural district where $180K spending sprees are perceived as even more outrageous than they would be perceived in South Florida), but her alleged crimes and the facts surrounding them would deeply offend almost anyone. Let's see -- who would be offended even more than the average Joe by her alleged crimes: (1) tax payers; (2) teachers; (3) parents; (4) anyone who has worked with, parented or is related to a disabled person; (5) immigrants and speakers of english as a second language; (6) anyone who has turned to adult education courses to advance themselves; and (7) recent high school students who vividly remember fundraising. On top of this, because of the economic struggles that have been going on, her alleged crimes will also more deeply offend: (1) anyone who lost a job due to budget cuts (particularly in the public sector); (2) anyone struggling with credit card collection issues; and (3) anyone who has suffered financially due to the spending habits of a spouse. Between all of these categories, I can't think of anyone who would not fall into at least one. Does Monique honestly think that the old notion of women getting treated more softly will help her get out of this mess? I think that is true when the crime is a more traditional "male" crime, so that the woman strikes the jury as some sort of fish out of water who obviously has a story (like the case of a female bank robber). But these alleged crimes are 100% woman. Nobody is going to scratch their heads wondering what sort of deeper problems would force a woman to run out and start buying furniture and clothing. The behavior is completely predictable, and the fact that it was such a large amount and that it is not her money simply provides the elements of the crime. Case closed. There is nothing here to ponder with regards to her gender, her age, her socioeconomic status, etc. The ONLY chance she would have is if she is judged by people who are so far above her in socioeconomic status that they perceive her alleged crimes as less severe. With a jury, the chances are slim to none that this will occur, as the jury would likely represent the average cross-section, and to them her income/position/marital status/etc., would paint the picture of a wealthy woman, and the magnitude of the spending would be astronomical to people who probably think of a "spending spree" as a few hundred dollars. If she had a bench trial, then the chances would be stronger that the one person making the decision is in fact of higher socioeconomic status and may not be blinded by number shock. Also, how is she affording her lawyer? A jury trial will drown his entire practice. And if the trial is removed to another part of Florida, paying his travel expenses will drown the Acevedos'. Their careers are both over -- are they honestly this selfish that they would spend their remaining familial assets on a lawyer in order to avoid the inevitable??? What about the 3 kids?

It's all about them

They didn't think about their kids (or any other kids) before, why would they think about them now?

What you are all forgetting,

is,once more,Randy has told us they have done absolutely"nothing wrong".She can "explain all questionable charges".He is just as confident as he was in the very beginning that he "can fix this".I have listened to every word he has spoken publicly, and read every word he has uttered to print, incl. the MCSD website. He has not backed off those statements the tiniest bit.His confidence is warranted by something you newcomers just can't possibly understand.Bookie and Co. has declared this man is not going down.Period.And that, folks,is the end of that discussion.Unless, we really are going to see history made in Key West. I'm afraid Mr. Ward is in way over his head on this one.He will never charge Randy.Even if they find films of him carrying furniture. The most extreme outcome I can imagine at this point,is a "retirement" a la St. James, preserving millions in pension and benefits. Remember I told you this.

Grand Jury day is today!

Grand Jury day is today! Watch as Ward gets the indictments ready! He is the man!

What you are all forgetting: reponse

I can MOST definitely see it happening this way. I don't think Randy could've stood alone for this long. There IS some kind of backing here...I just feel it. Remember I agreed with you.

why a jury trail

Great letter Jury Trail outside of Key West is a must

Sure, great idea... and

Sure, great idea... and maybe Randy will try to get reimbursed for mileage (or maybe Mo has another airline ticket stashed somewhere he can use), hotel and other travel expenses to this "training seminar". Smells like supplemental pay for attending "How to Prosecute and Convict an Accused Embezzler".

Excellent points!!!

I've actually scratched my head over this very subject. With my limited legal background, having served as a juror many times over 40 years, and watched my share of court TV, the answers that come to mind are these: (1) they are getting bad legal advice (2) Her small town attorney wants to make a name for himself (3) Other well heeled Bubbas, who are afraid they will "go down with the ship," are raiding their vaults to come up with the money to get her off by paying her legal fees (4) Randy and Monique are sooooo cocky and arrogant that they think jurors are too stupid to see thru all the lies. I know of a case where a man committed insurance fraud over a back injury, they caught him red handed (like Monique) and they proved his wife was a knowing accomplice. They both went to prison and their two very nice teenagers were without parents. Don't be fooled by what people tell you, Monique. It will happen. Start singing and save yourself. There are bigger fish in the school district than you. You could be able to make a deal and get a reduced sentence.

The response (why a jury trial)

is nicely thought out and presented professionally. I had not thought of many of your points. Good job.

All I can say is WOW!

Between this and the editorial, today's letter from Jodi Phillips seems like a joke. In her letter she writes "My children need a man like Acevedo" - Is this lady for real?

WoW!

Leave her alone she has the right to her own opinion.

Bookie....

When the godfather himself was brought out of a comfortable retirement to get the train back on the tracks,we finally realized just how big this was becoming. This man has absolutely no appetite to stir this pile. He(they)belatedly realized themselves that decades of "organization" was being put at risk by underlings obviously in over thier heads. That board meeting(as lame as it might have seemed to you), was watching Key West history. He, Jr. Mr.Fowler, and,oh yes,Mr. Halpern, even knowing they were on camera, came off as well dressed thugs.Even the THOUGHT of Mr.P's resolution suggesting Mr A. was anything but spotless was not going to be tolerated.Mr Fowler demanded they remove even the THOUGHT of it.(These are undeniably the actions of people who know they are in control). And they are not going to give it up. Mr. A. will not be allowed to leave even if he chooses to.That applause after they spoke? The most urgent, nervous, and intense that has ever been heard in the MCSD.Presumably, those folks are known. There's an easy part of your list. This is not going to end pretty. Don't be confident that the good guys are going to win this one.At least, temporarily,"business" is not "as usual"....

Yes, I posted that letter under the Schools Chief Mum topic

I find it outrageous that someone is that disconnected. Makes me wonder about her parenting abilities. She must be on the Acevedo payroll.

Crist...Christ, why have you forsaken us?

Don't you have enough evidence to do something to help the people of Monroe County about this travesty?

Please ask these questions of everyone

Under oath, I certainly hope the prosecutors ask everyone if this is the only criminal, fraudulent or illegal act they know of or are aware of within the school district. Assuming everyone tells the truth, these depositions will take ten times longer than anticipated

Ward's subpoenas are going

Ward's subpoenas are going to bestow immunity on some of the very people who should be prosecuted in this mess. The audit reports released so far provide plenty of probable cause for Ward to file charges and seek arrest warrants. Federal funds were involved. I believe (and sincerely hope) that the Feds are quietly pursuing this without all the political chest thumping Ward is doing. True justice will not come in the Monroe County Courts.

Mikie-Randy's campaign manager & supervisor to Monique

"• Mike Henriquez, deputy schools superintendent, said he had no knowledge that Monique Acevedo collected cash from students and did not deposit the money with the Finance Department." Another administrator who knew nothing...what are they getting paid for?? Does the phrase "thicker than thieves" come to mind?

it is...

The purpose of the school board (in its entirety)to run the checks and balances on the school system and budget. Every person on the board needs to be removed; they are all guilty of squandering your educational tax dollars. I wish I had a job where I just sat around, looked important, put my feet up on the desk, and lived off of the taxpayers...sort of a high class welfare case, huh?

How Many Monkees?

So the previous director John Andola says that Monique deposited the money, but he never noticed that the end of the year accounting showed no money deposited? How much was this guy payed with our tax dollars for that type of leadership? I guess that fits in real nicely with all the present leaders who Heard Nothing, Saw Nothing, and Knew Nothing. What is the collective salary of the superintendent and deputy superintendent who oversaw all of this? At what point will any of them step down? Word around town now is that a former superintendent is making all the decisions and if you thought Nepotism reigns at the district office, well you ain't seen nothing yet!

How Many Monkees?

The monkey comparison is good. I will bet money further investigations on John Andola prove interesting.

More Bad News

Will Mr. Welsh share the same fate as the principal of Coral Shores High School? I certainly hope not. Will this fiasco ever end? What will be the collateral damage when it does end? http://www.keysnet.com/212/story/108897.html

You are right!!

It is Bookie Henriquez, he has been advising Randy on how to handle the mess his wife exposed about all of them, ain't bein' a bubba grand?!!

Another co-conspirator

He can't be that stupid. He's responsible for the department's budget and he should see deposits and accounting info.

Someone suggested Bookie be our next Superintendent

From what I hear he has been making all the calls since Acevedo was elected five years ago.

Bookie is calling the shots

Bookie has been calling the shots for a while and it is not because he cares as much as he wants to protect his family. Let's face it, Mike Henriquez is heir apparent if and when Randy goes down. I hear Randy is going to fire the head of IT and the head of HR. The IT guy will pay the price for getting all the financial information posted for all to see. The HR lady was way too cooperative when asked for all the unqualified personnel files. Bookie wants to make sure these folks are not around to cause Mike the same problems that sunk Randy.

Bookie's Family

The Principal from Gerald Adam's will be the next Henriquez to be "given" a job at the District level. Then Mike H. will have his sister, wife, and other relatives surrounding him.
