Ambulance chief resigns in wake of critical audit

KEY LARGO -- Following an unflattering audit that found he padded his hours, punctuated by a tongue-lashing from the board that oversees the Key Largo Ambulance Corps, Franky Jones stepped down as chief last week.

Assistant Chief Donald Bock, a member of the ambulance corps for 21 years, will assume the duties of the chief.

"I think there was too much conflict," Jones said Monday. "For the betterment of the corps, I stepped aside."

Jones, who served as chief for 15 years, says he is disappointed, but added that he believes the corps can move faster with his resignation.

"Maybe I was standing in the way," he said.

At a May meeting of the Key Largo Fire-EMS District board, members Mark Wheaton, Marilyn Beyer and Mike Cavagnaro criticized Jones for continuing to assign himself successive 24-hour shifts long after they had been told the problem had been resolved.

In response to Wheaton's comments, Jones offered his resignation at that meeting, and Wheaton accepted it, even though the district board has no authority to hire or fire either ambulance or fire department officers. The district contracts with the two departments for services.

On June 1 Jones tendered his resignation with a simple letter that said he is "regretfully resigning my position as chief of the KLVAC."

Bock, 51, said he was surprised by Jones' resignation.

"We'll survive. We'll get better," Bock said.

He acknowledged the need for change.

"After the audit it's obvious that we have to change," Bock said. "There are a lot of policies that need to be modified."

AmbulanceCorps Office Manager Betsy El-Koury said Bock, a native of Tavernier and Coral Shores High School graduate, has extensive training as a firefighter as well.

"He is intelligent and articulate and has the respect of everyone in the corps," she said.

The changes have resulted from the first draft of a $15,000 audit ordered by the corps, and the discussions that followed. The audit, labeled "For Discussion Purposes Only," found that Jones had allocated more hours to himself than to any other corps member, earning him $41,260 in overtime pay over the past two years, in addition to his $108,000 annual salary.

It also found fault with Jones serving as chief and as a member of the corps board, saying "in instructing staff he may discuss issues that may be voted upon at a future date."

Bock joined the ambulance corps in March 1988.

Now that the Key Largo "Volunteer" Ambulance Chief is out, they just need to get rid of the fire chief. Maybe then Key Largo can get a real fire-rescue dept.

Amen to getting rid of the Fire Chief

I could not agree more with that post. If the Ambulance Chief resigned the Fire Chief and Presidents from both departments should also resign. They a 100 times worse than the Chief that resigned and they can't say they did not know what was going on. How can they make the Assistant Chief Donald Block the new Ambulance Chief. Donald Block had to have also known of the problems in his department, and if he didn't, than he is obviously not fit to take on as the new Chief. I can not believe how corrupt the Fire-EMS district could be, especially after an audit and investigation. I guess they fell very safe and know they are not going to be the next Acevedos.

Salaries

At least we found a job in the keys that pays six figures. My only question is, don't the volunteers, firefighters and ambulance corps., constantly spew about how they do this all for free?? $108,000 for one person sure seems like alot of money for a free service. I wonder how much Fire Chief Garcia makes and he's not even minimally trained to get hired as a baseline firefighter anywhere in the state.

Response to salaries post

Like in most places the higher-ups make a killing, while the rank and file volunteers that put their life on the line make less than minimum wage. Chief Sergio Garcia probably makes a killing, since he charges extra for everything including training, on top of his already high base salary. The sad part is when he sends the volunteers out to the street to collect money. If only the citizens knew that the money collected is most likely misspent on things that don't really help the volunteers or the department as a whole.

...to bad garbage. Now how do we get Waste Management from mixing our recycled garbage into the general waste. I actually have pictures of them doing this? And the county renewed their [contract]!

Jones is in no way a county employee. He works for the Key Largo Fire District and the Key Largo Volunteer EMS Corporation. Hmmm a volunteer department that pays over $100,000.00 a year. Mine as well get rid of the rest of the volunteer depts then we could afford more paid firefighters, they don't make as much as volunteers.
