Document reignites debate over rules

Instead of writing working waterfront redevelopment rules from scratch, Monroe County Commissioner Heather Carruthers wants to send the county's latest version to the state for approval.

Carruthers on Wednesday will ask her fellow commissioners to reconsider their June 2 vote to scrap the proposed rules, but three of the five told The Citizen they would not change their minds. Carruthers and Sylvia Murphy had voted to approve the rules.

After the vote, Stock Island landowner Roger Bernstein approached Carruthers about a document Commissioner Kim Wigington brought to the board's attention at its June 2 meeting that outlined a Department of Community Affairs (DCA) request for the county to include Navy input in its rules.

Carruthers said she was "ticked off" about the document, but exactly why was unclear.

"I don't think that it is fair to the public to be blindsided by something at the last minute," she said.

The document has been around since 2007, when DCA planners and county staff were collaborating on the rules. Elected in November, Carruthers had not seen the document prior to the June 2 meeting.

The Navy has had input on the rules, continually objecting to them because they call for increased hotel and residential development along Safe Harbor, an area prone to loud jet fighter training noise. Citing the increased development, the Navy reiterated its objections at the June 2 meeting.

The DCA already rejected one version of the rules, among the reasons Wigington, Commissioner Mario Di Gennaro and County Mayor George Neugent said it would be futile to reconsider.

They said the DCA document was not a deciding factor in their vote. Neugent and Di Gennaro cited the Navy's concerns in their rejection.

"I have no interest in changing my vote," Neugent said. "If we were to approve this, the Department of Community Affairs would have once again hit the rejection button, in light of all the issues with the Navy."

Wigington said Bernstein, who claimed to have no immediate projects that would benefit from the vote, also asked her to change her mind.

"I know what I voted for the first time around," she said.
