Schools may seek $90K refund on job

The Monroe County School Board may seek a $90,000 refund from a company it hired to review the salaries and job descriptions of district employees, saying it did a shoddy job.

The Management Advisory Group failed to note that top school administrators did not meet state job requirements, and may have even changed those requirements for Monique Acevedo to qualify as adult education coordinator, board members John Dick, Steve Pribramsky and Chairman Andy Griffiths said.

The company failed to get the Florida Department of Education's permission to make the change and didn't notify the board of it, leaving the School Board potentially liable for state and federal grant money Acevedo administered, because she was not qualified to do so, Pribramsky said Wednesday.

Richard Fechter, hired to investigate the district's finances, told the board he would determine whether the Virginia-based company could be forced to repay the $90,000 it charged the district for the job in 2007.

"What were they doing here all this time and we weren't told that this was being done?" Dick said at a board meeting in Tavernier on Tuesday. "What did we spend our money on? We're now seeing that they knew some people weren't qualified?"

According to now-suspended Superintendent Randy Acevedo, the company changed the requirements for the job his wife had held for two years, as it compared employee pay with job duties. Carolyn Long, a company consultant, verified that in a May 21 e-mail to Dick. The company wrote job descriptions based on employees' answers about their job duties on an electronic questionnaire, Long said.

In Monique Acevedo's case, however, the term "coordinator" did not mean she was in charge of the department, Long said, noting that school districts use titles that are interchangeable for director, supervisor and coordinator. Acevedo's job resembled an office manager's position and didn't require master's level degree training or higher, Long said.

Acevedo's salary was $70,684; it is unclear whether that included supplemental pay.

"If you read the descriptions, the title of 'coordinator' for the adult ed position is used in the sense of a work 'coordinator' or responsible office manager and not as an alternative title to director," Long said. "The adult ed position is described as a very responsible office management position; this position provides assistance to the associate superintendent."

The Department of Education requires adult education coordinators to have "a professional certificate covering administration of adult education and a certificate at the master's degree-level or higher of training." The company wrote a job description requiring only a General Equivalency Degree and Florida driver's license, according to a May 21 e-mail from School Board attorney Richard Collins.

Acevedo was in charge of all adult education employees and drew a director's salary, Collins noted.

Pribramsky two weeks ago urged the board to contact the state and federal government agencies whose grants funded the department to determine whether the district should return money Acevedo spent.

"I think it would show them that we understand that there's been a problem and could mean a better relationship with the state and feds during this time," Pribramsky said. "We have a responsibility to make good on that money."

Collins also is reviewing state job requirements for the vocational education coordinator to determine whether Mark Hooper is qualified, Pribramsky said. His job was created by splitting former Adult Education Coordinator John Andola's position into two, the other being held by Acevedo.

Main school board office personel were in this deep thats why the changes were made and they had to aprove the final job descriptions be fore it went to the board for approval. I dont think will get that money back after all Randy says $300,000 is just a drop in the bucket and $90,000 I think he would say is chump change. Upper level staff need to be fired now..........................

I also seem to remember that they wanted to cut back on travel and training seminars until things got better. It seems like nothing has changed; just look at the reimbursements for mileage, travel and seminars over the past three or so months. Some people are getting reimbursed so much for mileage, the district could save money if they bought them a company vehicle outright. I'm sure you could get a nice deal on a Ford Focus for less than the $450 to $550 they are getting eery month for mileage.

MCSD

Hiring is not only done by the School Board, it's also by the Principal's and/or their designated staff (who are often not qualified) I applied for a position and am highly qualified with impecable credentials. I was looked over for an individual who did not meet the minimum qualifications for the position. They were "friends" of one of the staff. I am hopeful that someday the MCSD will do the right thing and conduct themselves in an ethical manner and hold those accountable to teach and counsel students with the "most qualified" candidates, not just "friends". My application and CV are still on file with MCSD and would love the opportunity to serve the students, staff, and parents with the knowledge and skills I have to offer - call me!

Yeah, you would think for $90,000.00 they would do a better job of covering up unqualified people. Shoot, I'd want my money back too if everyone saw thru the smokescreen we were trying to create.

Once again, Dick, Pribramsky and even Griffiths

Are willing to do the right thing and demand the taxpayers get their money's worth. Any company that was involved in this cover-up needs to be held responsible and I applaud Mr. Dick and Mr. Pribramsky for going after them. It looks like Mr. Griffiths is with them but I hope as the issue heats up, Griffiths doesn't find a way to change his position and he does the right thing. Shockingly I would hope Drs. Walker and Mathewson come along and stick up for the taxpayers as well.

No mention on how Griffiths got the forensic auditor to do the work for free. You can't get all the facts reading the paper.

Reitzal put Andy in the hot seat

As chairman and with evidence put in his hands, he had no choice. But don't you remember that the State Attorney said Andy brought him little to go on. Another one of his tricks: only give some of the data. He and Randy are of the same cloth: Give only what is asked and then as little as possible.

Yes

but if John and Steve weren't on the board then Andy would have just found a way to cover it up. They have been the ones demanding a full investigation whereas Andy, Debra, and Duncan would have been happy to just isolate all the blame to Monique instead of going after everyone involved. Only a moran would think she did this all by herself.

I agree that he might have woke up pretty quick; he probably thought he fell asleep and had a bad nightmare. This would lead to his inital siding with the "ooops, our secret is out" bunch. After all, denial is so much easier than actually having to work. And as far as only a moron would believe Monique did this all by herself, then we the voters elected a moron to be superintendent. Then again, it takes someone with intentions in mind to hire a company to do one's bidding and change job discriptions to fit the employee and make everone else think it is the word of God. "Business as usual"... Keep the "status quo"... It will truly be a battle to make the necessary changes required.

the sister of Frankie St. James? St. James got a sweet deal to retire and work for this company as a consultant making SIXTY THOUSAND a year! I would hope the school board can sue MAG for every dollar they have been paid and punitive damages for all the harm they have caused the district.

This is even dumber

than squeezing a very well paid software vendor to kickback 5G's to cover credit card charges for a Doubletree soiree.And not even be able to get the checks and the stories straight,in the panic....A blinding example of an inept coverup being far worse than the "crime".(It wasn't much in a 94 million dollar budget...)Then thinking this was all perfectly acceptable to the public.That's arrogance.THATS when I woke up.Is it even possible that they really think they're that clever or we're that stupid?....I know, the answer is yes....And that's what's generating the anger here.

Recessions are a blessing in disguise

When the money is flowing, people tend to overlook this thievery more, in general. When there's a recession and every individual is watching every penny, the government entities come under much needed scrutiny, which should've been going on from day-1. Once they have no money, the people start to ask "Well, where the hell did all the money go?" and that's when the waste, the nepotism, the cronyism, the theft and the cover ups begin to surface. Thank goodness for this recession of we'd have more fat Bubbas doing business as usual, lining their own pockets, and using the taxpayers as their own personal spending account.

Just to clarify, the school

Just to clarify, the school board approved paying her the $60,000.00 as a consultant. She is probably getting a nice pay check from the company that is also employing her. The school board is probably also paying her sister's company for any and all work done by her in regards to the school board. Now THAT would be a real case of double dipping... or maybe billing fraud? Hmmmm... and yet another chapter to "How to Pat Yourself on the Back While Stuffing Your Pockets".
