Schools chief says renew all contracts

Top Monroe County school administrators who were blamed for failing to catch theft of district money and other financial policy violations should keep their jobs, acting Superintendent Mike Henriquez said Wednesday — including himself.

Contract renewals were recommended for Henriquez, Finance Director Kathy Reitzel, Assistant Finance

i have read every single comment here, and

...and it's obvious to me that people are commenting on things in our school system that they know absolutely nothing about. the enquirer would contain more facts than the newcomers and outsiders bloviated on this comment board. my grandma used to say that "every ***hole has an opinion" and boy she was right. before you people post comments here, how about getting the facts. and by the way, the sensationalized stories written by mr. guerra do not present all the facts and should not be your only source of information. wow, you people need a reality check. you can at least start by going online to read the florida statutes which explains the rights of the superintendent and the school board. you idiots calling for this or that as if laws don't exist really crack me up, and it shows your complete ignorance of the law. you are all a bunch of hyprocrits who have spent many weeks yelling on this comment board with total disregard for our laws. you act worse than the acevedos. what a bunch of bloviating idiots you are. get the facts. you have been served. thank you very much.

Mr. Guerra as primary source

I agree with the reader's comment that says stories written by Mr. Guerra do not present all the facts and should not be your only source of information. All a reporter can do is report on the documents, testimony, and interviews he or she conducts with those WILLING TO TALK TO THE REPORTER. There are so many people who have not given their side, though they probably were asked. Lawyers tell their clients to hush up and prosecutors must be careful what they say to reporters and the public. Neither of the Acevedos, especially Monique has said a darn thing in public. They are the ones, obviously, who know more than anyonen else their alleged involvement. That's why trials are so vital and very exciting, by the way. Hopefully the public will turn out for the trials this summer and fall. It's the cheapest entertainment in the Keys and you don't have to pay for a ticket! Stay posted, loyal readers!

word of the day

Is "bloviate" your word of the week? You used it, or its derivative, twice in your post. Most people don't use it twice in a year. So you get an "A" in word choice, but unfortunately that is offset by your lack of capitalization when appropriate, and you misspelled "hypocrite."

YES! The post you responded to illustrates an ongoing point

If people do not communicate properly or effectively, no one takes what they say seriously. Thanks for your post.

Your grandma was correct

and you apply to her rule without a doubt. I also understand how given an opinion on this blog equals the Avevedo fiasco.

you are obviously one of the guilty parties

and are acting as if nothing at all has occurred within the school district, it's administrative body, and it's corporate board. You are the the only holier than thou hypocrite on this board and are nothing more than an enabler for the types of behaviors that should be punished to include your own...so go serve yourself you big bovine bag of wind!

OK Board, What Now?

It's amazing that some board members,ie Walker, are scurrying behind the excuse that since there is no "paper trail" of prior misconduct the most these incompetent highly paid administrators will receive is a reprimand. The ultimate conclusion will then be that if in the future these same administtrators never reprimand any subordinate, no termination will ever take place? My recommendations: Since the Finance Director finally brought this issue to the forefront, give her a "first and final" warning. This means that any unacceptable performance in the future will cause her to be terminated immediately. To all the others, including Henriquez, Hooper, etc. fire them. The justification would be that in their high level positions they either should have known and if not, they are incompetent by their lack of knowledge. As to the advising attorney's advise, be assured that his recommendations are tailored to cover his own backside. That's what they always do. These attorneys don't want to be accused of malpractice if what they recommend causes a lawsuit. Their postion is what is commonly called "SAA"(safety above all). Board, it's up to you. If you fail to act decisively, be prepared to be replaced when your term ends.

Letter To My District Representative

Dear Mr. Griffiths, I'm writing to you Andy because I am extremely disappointed and upset with the Acting Superintendent's recommendations that all of the administrative staff's contracts be renewed and that two Principles on the DROP list be removed. Let me please address these issues separately: Contract renewals for Admin staff. Mr. Mike Henriquez. Deputy Superintendent. Acts or omissions: Mr. Henriquez supervised the Adult Education Coordinator Ms. Monique Acevedo. He knew her job description was changed and he approved it. He knew that admin employees were negligent in processing their P-Card purchases within reconciliation time periods. He also approved staff seminars and boondoggles in Orlando and other Key West locations; he oversaw and processed the funding approvals. He is at the top of the food chain and needs to be fired for gross incompetence, insubordination of state law, and supervisory malfeasance in not reporting gross infractions of policy and law. Ms. Kathy Reitzel. Finance Director. Acts or omissions: Ms. Reitzel oversaw the broad application of financial controls within the district. She knew that Mr. Henriquez was not applying strict controls or oversight of his employees compliance with P-Card policy and law. She only came forward when her own position of oversight and reporting of questionable activities by Ms. Monique Acevedo (the superintendents wife) might implicate her in the lax oversight and administration of policy within the district. She is at the top of the food chain for financial oversight and needs to be fired for gross incompetence, insubordination of state law, and supervisory malfeasance in not reporting gross infractions of policy and law. Mr. Mark Hooper. Vocational Education Coordinator. Acts or omissions: Mr. Hooper violated the public trust and laws by not reconciling his P-Card in accordance with district and State policy. Mr. Hooper violated, knowingly or unknowingly, the separation of funding program set asides or purchases reserved for other agency funding. He may have known these policies existed but ignored them when consequences for this ignorance was not applied to him. He needs to be given a harsh letter of reprimand, reinstruction in ethics, and training for application of funding laws and P-Card processing approvals and reconciliations. Ms. Linda Walker. Assistant Finance Specialist. Acts or omissions: Ms. Walker violated the public trust and laws by not providing adequate instruction or controls for the reconciliation of P-Cards in accordance with district and State policy. She needs to be given a harsh letter of reprimand, reinstruction in ethics, and training for application of funding laws and P-Card processing approvals and reconciliations. Mr. Don Collins. Transportation Director. Acts or omissions: Mr. Collins violated the public trust and laws by not reconciling his P-Card in accordance with district and State policy. Mr. Collins violated, knowingly or unknowingly, the separation of funding program set asides or purchases reserved for other agency funding. Specifically, he also purchased materials not under his departments control (construction). He may have known these policies existed but ignored them when consequences for this ignorance was not applied to him. He needs to be given a harsh letter of reprimand, reinstruction in ethics, and training for application of funding laws and P-Card processing approvals and reconciliations. Mr. Ken St. James. IT Director. Acts or omissions: Mr. St. James knowingly employed a member of the Acevedo family under a contract that was known to favor Wade Acevedo with gross disregard for competition. He also knew of funding kickbacks in regard to seminars initially paid for by IT funds and later reimbursed by contractors working for the district. He needs to be given a harsh letter of reprimand, reinstruction in ethics, and training for application of funding laws and P-Card processing approvals and reconciliations. DROPS: Mr. Martin and Mr. Welsh. Principles Coral Shores and Key West High Schools respectively. Acts and omissions: The district lacks a consistent and documented accessions and retirement plan. Allow these two gentlemen to be retained for an additional year while the district prepares a strategic and tactical personnel accessions and retirement plan. Failing this one year retention proposal apply the same standard that the superintendent imposed on these gentlemen by requiring application of the same standard to other double dippers in the district e.g. Mr. Pedro Fraga. I'm going to monitor your progress in these matters and hold you accountable for my vote. We have had our differences before when I pressed you for answers regarding the Sigsbee School Charter, the budget, and the boards recommendation to close Sigsbee but I want to assure you, our differences aside, that I believe you are doing a great job reminding the board and the administration that you work for us and we appreciate candor and fiscal responsibility in matters that concern our children's education.

I also am

When I read your open letter to Mr. Griffiths I thought I had wrote it myself. Well said. And, now the ball is in the court of the school board this Tuesday. We (taxpayers) have spent a large amount of money finding where the money went and what policies and procedures were not followed. The finding are back we could have spent nothing to do nothing. Something must be done with the supervisiors who oversaw this fiasco. I suggest demotion or removal, especially Mr. Henriquez. His close ties to Mr. Acevedo got him the job and now should remove him from the job. Place him back in a school so he can see the real reason as to why we have to be held accountable! How are the children? He needs to see it firsthand again.

CFO

Will we really be paying a Finance Director and a CFO when more money should be going for salaries? These jobs should be combined. I know that some people pointed out about $5000 in misspending but how did the other half a million slip by? Maybe the people mentioned for not doing their job correctly could try a lesser job until they can prove their worth.

Teaching but receiving administrative salary

It is interesting that the newspaper failed to mention Sandi Bisceglia on the list of staff up for approval on Tuesday. She is conveniently a teacher for DROP extension yet claims to be an administrator in all correspondence and when receiving a paycheck. Will she teach for starting salary?

She used to always be on the administrator list

even when she was teaching but now she is on the teacher list which means she will receive teacher pay. Get off her back. She has been through enough thanks to the big bully Randy and in my opinion she has handled everything with class. What you should really be worried about is the fact that someone like her with an impeccable reputation gets canned for no reason but yet people like Henriquez, Fraga, Collins, & others who stood by while Randy and his wife ripped off money get to keep their jobs. That to me is very concerning.

I have mixed emotions

about Sandi. I was a teacher at the school she was principal of and found she was difficult to work with. However, I also saw firsthand how she dealt with a "return to the classroom" with dignity and composure. Her teaching skills, in my opinion, are excellent and the atmosphere she establishes in her classroom is calm, relaxed, yet focused. I'm not really certain at this point if she is receiving teacher or administrator pay. In my opinion, Randy A. and his associates were "gunning" for her and one of the reasons, I believe, has to do with Key Largo School and Sandi's relationship with that school.

sandi

In case anyone was unaware, Bisciglia makes over 104,000.00 dollars a year for a 6.5 hour day just 10 months a year, as a second grade teacher. That’s more than double any other teacher and more than most administrators! It’s an outrage that she has been allowed to work a glorified part time job for in excess of 6 figures!

Teaching- a glorified part time job?!

She taught summer school too and the day is 7.5 hours. I agree, she is a qualified administrator, she should have remained as principal in her school instead of being treated the way she was. I guess that is what happens when you try to remove someone without cause as what happened in her case. I got it from a pretty good source that she her high salary will be cut down to teacher pay. I hope the next round of people who get demoted for cause lose their high salaries. The one thing you can say about Sandi is that she is an excellent teacher, but I don't think you can say the same for those others.

Sandi's relationship with KLS

What is her relationship with Key Largo School? She was at PKS, right?

Sandi was NOT a big fan of

Key Largo School, especially in the "old days" when Key Largo students had to move to PKS to attend grade 7 before going on to Coral Shores H.S. for grade 8. And remember who was asst. principal of KLS at the time...Frankie St. James...a big supporter of Randy Acevdo and recently retired Deputy Superintendent! These stories are very complicated. Sorry for the delay in responding.

New Superintendent

Hey a "Bubba" in the Governor's mansion how about that. Senator Crist knows who is going to support his bid for the senate. Bubba roots run deep throughout the state. Don't forget he was once the Education Commissioner of Florida. So hang on to your seats when he makes his announcement. Go Charlieeee

That's It, I've Had Enough

I'm going to the SA with information about Bookie and Mike Henriquez and then I'm going to seek immunity. These scumbags need a heavy dose of bleach.

BUBBAS ARE CALLING IN THEIR MARKERS

FACE IT, THE ALL POWERFUL BUBBA SYSTEM IS LETTING YOU KNOW THAT THEY RULE THE ROOST AND THERE IS NOTHING THAT YOU CAN DO ABOUT IT. PUBLIC OPINION IS JUST A MERE ITCH BEHIND THE EAR. HOW CAN THEY BREAK THE RULES, IF THEY MADE THE RULES. GO FIGURE.

Quit Shouting

Learn some posting etiquette and turn your caps off idiot!

Will you complain about something else?

Yeah, it's a little annoying but please ignore it...I did. I think people who whine about capitals are the most annoying. I don't consider it SHOUTING but it's easier for some people to type that way. IMHO, it's just harder on the eyes.

Problem is that it's virtually unreadable. And it is SHOUTING.

If one can't post on the internet using the accepted protocol and rules, they should refrain from posting altogether until they learn it. I personally think it's just a ploy of those who don't know proper punctuation and capitalization and grammar rules. Like the poor grammar, non-existant sentence structure and lack of punctuation and poor spelling of young Wade Acevedo, it shows a distinct lack of respect for our language and for those who you wish to communicate with. If you can't communicate properly in this world, and if you don't respect those who you wish to read your communication, then do not expect respect or even courtesy in return.

Communicating via computer does not give one the leeway to abuse our language.

Re: Problem is

Now, let's go back and look at your original sentence. You speak of proper punctuation and grammar rules. Your original post which chastises the CAPS poster is not punctuated correctly, either. Nor does it use proper English. It should read: Learn some posting etiquette; turn your caps off, idiot! **Who's the idiot now?**

And clearly you can't respond to the proper post

You've responded to a different post, yet it appears under another. No wonder we're seeing so much illiteracy these days. Illiteracy and poor writing skills seem to be accepted as "just the way it is".

Geez-O-Pete!

You've got your panties in a wad over caps...stop being so neurotic, and be more concerned with the topic at hand. When we need the CAPS police, we'll call you.

Obviously you're really not a user of the "Internets"

or you'd know the very basic rules and protocol. You'd also know that most often, posts are ignored when they're all caps. If you can't determine the proper intent of the poster because of poor spelling, improper capitalization or sentence structure, then why bother? Again, I believe the point is really relevant to the entire subject. The bottom line, this is all about educating the kids and based on what we are seeing in their writing and actions, it appears they've not been educated. Communication is key and if one communicates poorly, then one is never taken seriously.

Internets???

FYI: only one internet; many search engines and browser options, but only one internet. Of course, unless you happened to be related to Al Gore, the inventor of the internet.

Well, DUH, clearly you're way out of the loop.

OMG, I can't believe that you are that out of it. Dubya referred to the "internets". He also used 'The Google'.

Only the ignorant

or easily amused choose to hang out in the DubyaSpeak sites. What a waste of time. The only people out of the loop here are you and G.W.

Don't assume the posters in this forum are "kids".

If you are making that assumption (which is quite clear in your 5th sentence) then you, El-Perfecto, have just called a student an idiot. Shame on you! That's no way to educate!

Everyone was a kid before they were an adult.

Duh. And IF they're kids, then that's not an excuse for poor writing, English skills, composition, spelling and grammar. If you're a kid, you know better. If you're an adult, you're condoning a system of poorly educated children simply because you failed to learn. Anyway you look at it, poor grammar, spelling, sentence structure, and writing are never acceptable.

You have a difficult time comprehending

conversations, don't you? Do us all a favor, and drop your rant. Just read the others' posts. No one is being graded or tested here. This is not the class room; it is a public forum. Just as in the real world, everyone is different. Lighten up, this isn't Language Arts or English class.

Not really. We comprehend, but we have been trying to make

an important point to those who seem to put a lot of energy into posts that end up being intelligible and unreadable. If one cannot speak or write intelligently, then their message is lost. Fine with me. There are illiterate idiots crawling this town and this planet, for that matter. I give them zero credit for any single thought or word they speak. And they wonder why no one pays any attention to what they have to say.

As for you, those who condone illiteracy are part and parcel of the 'dumbing down of America' and it would appear the mission is complete. Hope you're having fun with your illiterate partners in crime.

Holy cow...

you really are a jerk if you think that anyone who does not meet 'your' criteria for making postings in a public forum is an "illiterate partner in crime". How narrow minded can one person be? You are so concerned with the form of text on this page, you more than likely forgot to pick that big booger out of your nose this morning.

"we?"

It takes more than one of you to create a post? Now that is funny...it shows how 'smart' you really are! HA!

More than one poster has made the same point about

the need for proper grammar, spelling, punctuation and sentence structure. That would make it a 'we'. Get it?

Ok, here's the Cliff Notes version for you so you don't have to think back to those English classes you obviously skipped. One person (poster) is a ME and two or more persons (posters) are 'WE'. I know it's complicated for one who doesn't feel that proper communication is important, but try to wrap your mind around it.

Re: toshay

Its touche' there there

Not over yet

Mr. Henriues list has to be aproved by teh board first and that won't be until next week. Pedro is questionable, Mike H. is questionable when interim guy comes in. Mike can't put his own name up for it, and there are calls for not rehiring those who, like Monique, aren't qualified under state educationn rules, to be supervisors. You can't have high school degree and head a department in school systems. That's all tehre is too it.

Demand More

Our children and our community deserve more than someone with an online degree and little to no experience in education. While it is true that Key West is one of a kind and that sometimes it is helpful having a conch in a leadership position, I encourage everyone not to settle for a conch without qualifications. Find someone, conch or otherwise, who has a legitimate doctoral degree, experience both as a teacher and building administrator, and someone with a sound mind, generous heart, and clear conscious. We need to set higher expectations that apply to the head of the district down to every cafeteria employee, bus driver, teacher, student, and parent. I believe in the people and children of this community, but we need to be led in the right direction. Mike Henriquez is not the man for this job.

Nobody in their right mind who is qualified would apply,

Why on God’s green earth would someone who is actually qualified want to walk into this disaster? Look at the list of superintendent applicants, it’s the who’s who of ego mongers and political climbers!

I totally agree

If they are any good and do the house cleaning that's needed, they'd better have a bodyguard.

MCSD

Hey,come on, conchs! Remember Monroe County encompasses more than just KW! The rest of the county has gotten screwed by these [alleged] crooks as well!!

I agree!

I agree!

Well said!

I am one who relocated to KW and applied numerous times with the MCSD and could not get an interview much less hired to save my life! I have a MS in education and am in dissertation phase of my PhD. I am continually looked over for "friends" of staff, teachers, etc. who DO NOT even hold minimal qualifications per the school district's job posting. I have since moved back to my home state and sincerely wish the best for the parents, staff, constituents, and mostly the children of Monroe County. I would have loved to stay and served the students to the best of my ability, but because I'm not a Bubba, I was overlooked. Administrators, parents, and community members DEMAND highly qualified personnel and ask to see the qualifications of your child's teacher - IT IS your right!

Cassander: You Can't Beat "Bubba Darwinism"

If I understand your post correctly, you didn't have the tenacity of purpose (or sharp enough elbows) to push any of the local Conch bubbas aside to get at the feeding trough so you returned to your home bubbadom where you perceived that access to the trough would be easier. That’s a sad admission on your part and I contend you will be disappointed again because you don’t have the genetic instinct to be a successful bubba. By nature bubbas are ruthless and a true bubba would have forced the weakest bubba out of the way (regardless of where a bubba originated or is presently located). A bubba is a bubba and is effective wherever he or she may be. If not, he or she is not a true bubba. That’s “Bubba Darwinism” and it is inviolable. -- Cassander

I have a cousin that works

I have a cousin that works for the Govenor and she has spoken with him directly and she tells me that it is more than likely going to be Bookie Henriquez Sr. that is appointed to the position.

uh, oh!

Looks like 'somebody' just caused their cousin to lose their job by leaking out unpublished information...

Bookie Sr.

With so many people applying for the Super's job, I find it VERY hard to believe that Bookie Sr. would be appointed to the position.

Bookie was asked

When some Conchs asked Bookie if he was interested in being the interim superintendent, he reportedly isn't interested in doing it. Times have changed since he ran the place. It's all being redesigned; the board politics have changed. It's a very high-exposure job that the governor will be watching and the local newspapers will report on step by step from the day she or he arrives to, in a friendly but professional, way change the culture from three-hour administrative lunch parties in the board room four afternoons a week to a well-organized, effective organization where people are present in their jobs. But, as under John Padget, people are sure to give the new person a hard time and try to keep he or she out of the loop. That's where the rubber will meet the road. There are too few jobs available for superintendents in this state; whoever gets it will fight to keep it and overcome any culture of stonewalling, bad habits and imappropriate attitudes shown him or her by well-entrenched Conchettes.
