School officials get demotion, pay cut (corrected)

The School Board demoted former Deputy Superintendent Mike Henriquez and disciplined two other department heads who share blame in an investigator's report on the collapse of supervision of credit card use and other misspending in the school district.

In a unanimous vote Tuesday, the board agreed that Henriquez will be "chief academic officer" as of Oct. 1.

Henriquez's pay also will be reduced from about $128,000 to $120,000 a year. Henriquez, who was acting superintendent after suspended Superintendent Randy Acevedo was removed from office in June by Gov. Charlie Crist, was blamed for not catching former Adult Education Coordinator Monique Acevedo's allegedly illegal purchases when he was her supervisor.

Superintendent Joseph Burke had at first recommended giving Henriquez the title of assistant superintendent of curriculum, instruction and accountability, but changed his mind in past weeks and came up with the chief academic officer title for him. Henriquez, however, will be acting superintendent when Burke is on vacation or out of town.

Henriquez will supervise professional, management and support staff; oversee directors of curriculum, instruction, assessment, student services, exceptional student services, as well as dropout prevention and other programs.

Lisa Cherry, director of purchasing, will be suspended for 10 days without pay and will be demoted to assistant director of purchasing. The district also voted during the meeting to begin looking for a replacement to supervise the purchasing department. Cherry was cited for failing to reject district credit card purchases exceeding $5,000.

In addition to assisting an eventual director if one is appointed, Cherry also will "monitor, approve and/or review all purchase transactions to ensure compliance with district policies, procedures and budget guidelines," her job description states. She'll also assist in writing bid proposals and other documentation when the district buys goods and services.

Dori Collins, transportation director, retains her title but will get a cut in her annual pay. She'll also be suspended without pay for 10 days. Collins also is accused of using another administrator's credit card, and of signing the name of Chuck Freeman, the now-retired head of construction for the district, on credit card purchases without telling the finance Department.

Reitzel defended

During public comment, the Rev. Chris Todd of St. Francis in the Keys Episcopal Church told board members that forcing Finance Director Kathy Reitzel to resign will prevent other finance directors and bookkeepers around the county from reporting theft and fraud in their organizations. Reitzel earns $500 a month in retirement and shouldn't have been fired, because she turned in former Adult Education Coordinator Monique Acevedo in March, he said.

"You don't think Kathy Reitzel ... didn't bring it up fast enough? Next time it will take that much longer," Todd said. "The bookkeepers of Monroe County have gotten the message: 'Don't rock the boat or you'll end up like Kathy Reitzel. You know what happens to heroes; they lose their careers.'

"The sociopaths and white-collar criminals know it's better to be caught doing wrong than to be caught exposing wrong. Don't make yourself a target like Kathy Reitzel. The children of Monroe County have learned this lesson in civics: 'If you try to do the right thing, they'll try to crush you like Kathy Reitzel.'"

School Board retreat

Burke told board members he wants a several-day retreat where he and the board and can put together a series of goals for the classroom and set achievement targets.

"It would be a time where the board and superintendent set some direction on where to go -- a game plan in place to move us to the next level," Burke said. "It's also something to get community support for. We need to determine a new mission, new direction, and actively engage other sectors of the community to help us do that."

A lengthy discussion on student achievement in reading, the benefits of various testing methods and a debate on whether Scholastic Aptitude Test preparation is more important to students' futures than the Florida Comprehensive Assessment Test created a moment of laughter when board members agreed that they'd not spoken of core issues like testing in a long time. Their discussions in recent months had been on the school scandal.

"You'll have to forgive us," board member Duncan Mathewson said. "We haven't had this kind of discussion in months. We had to get it out."

Return of cell phones

Burke also introduced a limited cell phone, personal data assistant program that would be paid for under the Federal Communication Commission's E-rate program that assigns a portion of phone bills to pay for Internet use in libraries, schools and other public uses.

He hopes to give a few employees and administrators an allowance to cover only official use of their cell phones or PDAs. Only those employees who must be on call around the clock or spend more than half their time at work away from their desks or roam the length of the Florida Keys in their daily jobs will have the allowance, according to Burke's plan.

"The vast majority of districts have a cell phone policy that allows for blanket coverage program for certain classification of employees, using a variety ways of funding, such as e-rate or tiered reimbursement program," Burke said.

According to Burke, the E-rate program could pay for all but "34 cents on the dollar" for district cell phones and PDAs.

Under Burke's plan, only the superintendent and the board can approve who gets phones.

Instructional Technology Director Ken St. James described ways to closely monitor employee cell phone use and control costs.

All cell phones, PDAs and push-to-talk devices were turned off last spring as the school year ended, which is traditional. Some board members, however, complained that the school system was spending too much on employee telecommunications devices, such as Blackberries in the hands of top administrators, and traditional cell phones and service plans.

Board member John Dick is against paying cell phone and PDA bills for administrators because they still receive supplemental pay and better health insurance rates than teachers.

"When teachers no longer have to pay for classroom supplies out of their pockets, I'll consider paying for cell phones for administrators," Dick said.

Burke, however, said cell phone communication is a safety issue with a potential swine flu outbreak and other emergency situations such as storms, flooding and communications.

The board will decide on cell phone policy at a subsequent board meeting. Burke told board members he'd create a limited list of who would receive cell phones and PDAs.

The board also:

• Approved $1,079 to reimburse Burke for moving expenses when he moved to the Keys on Aug. 24.

• Heard from the Keys Center Academy and its goals for 2009-2010; the program helps at-risk youth. The academy just began admitting young men into the formerly all-girls program.

• Ironed out plans for an internal auditor and a finance audit committee that will review finance department records and other financial activities in the district. The committee will consist of five community members chosen by the board; two members chosen by Burke, and two nonvoting members. The internal auditor will answer to the board. The board will schedule public hearings before creating the positions.

(This story was corrected 9/23/09 to reflect that Purchasing Director Lisa Cherry was cited by auditors for failing to reject district credit card purchases exceeding $5,000. The original version incorrectly listed the cause for her disciplinary demotion.)

MESSAGE TO THE NEW SUPER AND THE BOARD...

THE ONLY PEOPLE THAT WILL BE TAKING A PAY CUT ARE THE TEACHERS WHO HAD NOTHING TO DO WITH THIS FIASCO. OUR SALARIES OUR AT THE BOTTOM OF THE PAY SCALE AS COMPARED TO THE REST OF THE COUNTRY. UNLIKE THE PAYCUTS FORCED ON ALREADY OVERPAID ADMINISTRATIVE EMPLOYEES, CUTTING THE ALREADY SMALL TEACHER SALARIES WILL HURT US BIG TIME. WHY WOULD YOU KICK THOSE WORKING THE HARDEST FOR YOU? MAKES NO SENSE. THE ABILITY OF THE BOARD AND THE NEW SUPER TO DO RIGHT BY THE TEACHERS OF THIS COUNTY WILL DETERMINE THE FUTURE ACADEMIC SUCCESS OF THIS DISTRICT. WITH THE LARGEST SCHOOL IN THE DISTRICT UNDER STATE "CORRECTIVE ACTION" (YEAH, DO SOME JOURNALISM WORK, GUERRA, AND LOOK THAT ONE UP!), CUTTING TEACHER PAY OR PROVIDING NO COST OF LIVING RAISE WOULD JUST ADD SALT TO A WOUND TRYING TO HEAL...AS IT IS, WE ARE WORKING WITHOUT A CONTRACT PRESENTLY AND THAT IN ITSELF IS SHAMEFUL. I URGE YOU TO DO THE RIGHT THING FOR THE TEACHERS OF THIS COUNTY. WE ARE PROFESSIONALS AND WE DESERVE AT LEAST THAT.

Don't you just hate it?

Don't you just hate it when you type in all caps to suggest emotion. Then make cavalier suggestions for others, overstating your own intellect. Then confuse a tiny three letter word like are for our. Well I guess they DO sound very close. Priceless

Especially when you are a

Especially when you are a teacher!

Keeping these people is a

Keeping these people is a big mistake. They are all crooks and liars and should all be fired.

Give me a break

BIG Deal, a $8k reduction in pay. What possibly could this incompetent do that is worth $120k a year? These salaries are really out of line with reality in the Keys. I wish the feds would give all these crooks some attention here.

Is there anybody out there?

This is starting to sound like some sort of weird dream / nightmare. It looks as if there is no one left that can fix these problems. They are all apparently either incompetent, impotent, incoherent, ignorant or insane. Is anyone ready to step up and do the job that needs doing? Excuses. Excuses. Excuses. Fix this mess before the entire Monroe County Education System self-destructs!

Yep,

gotta agree with you on this. I think you just diagnosed what the problem is, as well: I-5 Disease-- "incompetent, impotent, incoherent, ignorant or insane".

Didn't you see what happened at the college

when she tried to stop the corruption?

A correct story doesn't change the corruption!

Their is STILL some seriously shady stuff going on. I don't know how these people sleep at night. I feel like some of these conchs need to move on and ruin a different city to ensure the future success of key west and its students.

A correct story doesn't change the corruption!

The Conchs did not ruin Key West. They only let the newcomers change things, which ruined Key West. You should have lived there 30, 40 or 50 years ago. It's the Conch and Bubba bashers that need to move on to a different city. You Conch wanna-be's are really the problem. I am ranting, but I am disgusted with your post. Martha S. Russo, formerly of Key West and loved it for 66 years myself, until you moved there.

I still don't get that Mike

I still don't get that Mike H. gets to keep a high paying job(even after his demotion and huge pay cut), he was Moniques Supervisor. But Reitzel and the other woman were forced to retire. Well, I guess I do get it, but I know, and even my kids realize it is not fair.

Fair

Glad that you have finally taught your children that life isn't fair.. Survival of the fittest.

What has become of all the

What has become of all the items Monique stashed at the house on BPK? Can anyone explain how she is considered indigent when Randy works and they own cars and a house?

Lisa

This is not accurate -Cherry was cited for using another administrator's credit card and signing the name of Chuck Freeman, now-retired head of construction for the district, on credit card purchases without telling the Finance Department. JGuerra should have used the minutes from the meeting ----Cherry's supervisor was Pedro Fraga nothing to do with this statement. Dori Collins was Chuck's assistant who signed his name. Lets write the facts.

Lisa Cherry

Mr.Guerra you need to post a retraction to your front page article on MCSD. Your information is incorrect. The entire paragraph which states L Cherry should have been Dori Collins. You were at the meeting just get the minutes- it would make journalism more enjoyable when reading the facts.

CHIEF ACADEMIC OFFICER?

I would like a job too! How about Chief Boondoggle Officer....and... I will need an assistant!

ASSISTANTS

If the Director of Purchasing needs an assistant, then that director is not qualified to handle the job.

MCSD Lisa Cherry

JGuerr- you need to reprint your story with the FACTS. It was not Lisa Cherry who signed Chuck Freeman's credit cards. It was his assistant Dori Collins. Your story is a mess-typically citizen reporting.

I missed the SB meeting

I missed the SB meeting yesterday, was anything said about the forgery by Collins? I guess no charges are being filed. So her punishment was a 10 day vacation without pay and a cut in pay? How much of a cut in pay?

$8,000 pay cut? ....about a 6% reduction .....

After taxes this amounts to about $115 less every week. $23 a work-day less for lunch and coffee. Ouch, that should really send a message.

MANAGEMENT RETREAT

Great idea. Here is a suggestion for it. Use one of the schools during a time when the students are on vacation, such as, Fantasy Fest. The facilities are then already paid for and attendees could bring along pot luck food and beverage as part of a team building exercise. And another team building exercise could be cleaning up after yourselves. Then we take all of the money we saved and use it in the classroom where it belongs.

fantasy fest?

Ok- you may have been trying to be snide- I am not sure, but this is truly a good idea. However the kids are not on vacation for fantasy fest. Thee are quite a few days that the kids are off and there are teacher workshop days- those are the days the manager retreats could happen- and have nice lunches prepared for the staff and board alike. The staff would appreciate it- they sure deserve it- and 2 birdsa are dead with just one coral rock.

Still no change

in purchasing. As long as the "P" Card system rules and we don't change our purchasing policies we're losing money.

Wow! Mikey got a pay cut

from $128k to $120. How is he going to live on only $120k a year. I say this is a witch hunt. Free Mikey! Free Randy! Free Hat!

What a joke

The MCSB is full of made up titles to give people more money. The interim administrator must be reading the writing on the wall. This deal with Henriquez is a slap in the face to the tax paying public. Total dereliction of duty and then gets rewarded for it with only $8,000 cut in pay. Cherry should be fired. When she went to the MCSB she was only a day or two away from being fired from the county for the same thing. Bubbas love incompetence.

send the new sup a letter

If everyone feels that he is not acting in the best interest of the community and students, send him a letter and tell him ....voicing an opinion on here is good but one should also pen it on paper

I did send a letter to Dr. Burke

and I was totally ignored. As a taxpayer and parent, that is absolutely unacceptable. When I email or write letters to the City or Gov. Crist, at the very least, I receive a confirmation that they received said email/letter and will respond accordingly. I then receive a personalized email/letter addressing my concerns. We are not to be ignored, we pay your salary and you need to answer to us, Dr. Burke. This attitude proves that you are no better than the bubbas running the show and you are only here to get your retirement. Do your job and prove us wrong, please, if you are not afraid to go against the corruption

I've maintained the thought that

Burke was no different than any other guy with an interim position since his appointment. He will do as little as possible and take a big salary, then thank the community and move on to his next temporary stint. It is obvious that he is not an aggressive, forthright administrator; just a fill-in guy.

This isn't a joke

Whats the address? I've had enough, Its time to take action!

Mike The puke

I cant beleive that we have to pay a total idiot 120,000 a year to sit at a desk ... when everyone knows the pig knows nothing about his job or what he is doing. Get rid of the garbage and start anew. Dr. Burke must be friends with the dad, Bookie. Lets check on that.

Crudely put

Even if true, your remarks lose credibility because they are articulated in such a crude way.

Mike the Puke

$8,000 pay cut and demotion? He's reduced by $666.66 a month. He wasn't smart enough to catch Monique. This is B#&* S#!*

MtP

666 = the mark of the beast...

Business as usual

Burke is just shuffling the deck chairs on the Titanic while he accrues sufficient time to qualify for a Florida State pension

Nothing to see here sheeple just move along

Burke's leniency in sentencing shows incompetence

What was needed was a clean house. That would send messages. henriquez should have been fired for gross incompetence, as should have been cherry, collins, hooper, etc. The penalties were not nearly as severe as what should have been. Their salaries should have been cut by at least 1/3 or 1/2. Then maybe they would look elsewhere for employment. To the school board... And no more double dipping. If you are retired you get your pension. Time to move younger people to jobs at lower salaries. As far as the Acevedos...they need to repay every last cent they [allegedly] stole from the citizens on the keys...no mercy on this. Require Randy to work 7 days a week till every penny is repaid

hear hear..

Nice job Bookie - protected your son -- even kept it off the top line of the online paper. Bubba's rule !

Burke - we almost had faith in you, making titles to fit the situation - Randy's legacy lives on.
