Teacher pay in limbo

Though both agree that little give has occurred from either side, the school district and teachers union for now will continue talking rather than sending the labor negotiations to mediation.

During contract negotiations at the district headquarters Monday, United Teachers of Monroe President Leon Fowler continued to insist on step pay but lowered the union's salary increase demand from 2 percent to 1.5 percent. Fowler also wants the full step pay and increase to be paid to teachers and non-instructional personnel retroactively to July 1.

The district, on the other hand, stuck to its offer of a $600 bonus for teachers and $350 for non-instructional personnel and a half step, both payable on Jan. 1. But it was the possibility that the district would give teachers a three-year contract instead of a one-year contract this year that gave Burke something to offer the union.

After some tense debate over how much money the district has for salary increases and a complaint by Fowler that the board had approved the hiring of three administrators, each for more than $100,000 in salary, the two found common ground on a possible three-year contract. Annual contracts give teachers less financial stability, Fowler has said.

Burke told Fowler he'd take the union's latest demand for the full step pay and 1.5 percent salary increase to the board and see whether board members would be willing to sign a three-year contract this year too. He also hinted that the district might find money for salary increases by cutting the budget.

"I understand your comment about the fiscal position," Burke told Fowler. "But they do want to negotiate a three-year agreement going forward. The board is looking at reductions in other areas, things we can do. They are in agreement that we can have some escalating compensation opportunities over the next three years."

Burke and Fowler plan to meet again before Nov. 17, the date of the next School Board meeting.

Earlier in the meeting, Burke and Fowler spoke in calm terms about how each side could not move any further.

Fowler insisted the district can afford to give teachers a full step in pay and a salary increase, pointing to $6.87 million in reserves; money from the federal American Recovery and Reconstruction Act, or federal stimulus program, which gave states money for schools and infrastructure projects; and the half-mill shift from capital funds to operations funds voters approved in 2008 for teachers' salaries. The district will again ask voters to approve another half-mill next year.

Fowler also said Burke wasn't taking into account money freed up each spring by retiring teachers and those who leave their jobs for other reasons. He argued that money can go for raises.

"There are savings every year from turnover and retirement," Fowler said.

Burke countered that the district has less money than Fowler thinks, that the reserve funds should be left untouched because if they're reduced, the district's bond rating would suffer and lessen the district's ability to borrow money for construction and other needs.

The School Board isn't confident that voters will approve another half-mill transfer from the capital budget to operating fund next year, Burke told Fowler. The half-mill put $6.9 million in the district's coffers last time it passed, so the board wants to put $3.7 million aside just in case.

Saying the board wants "economic security for the school district," and "I'm not painting a picture of absolute financial demise," Burke said," next year is going to be very, very difficult, with shrinking property taxes; this is the financial picture they're looking at."

The stimulus money, which paid the salaries for 45 teachers last year, also ends next year, Burke said.

Fowler accused Burke and the board of using a possible half-mill rejection by voters as a bargaining tool.

"That's a defeatist attitude by the board," Fowler said. "The way the board is characterizing it, they anticipate the public voting it down, they keep saying the public won't pass it. This is a way to take $3.7 million off the [bargaining] table for the next three years."

Fowler and Burke, however, found room to maneuver in the issue of determining a three-year contract this year instead of waiting until next year, which the School Board initially proposed.

"If the School Board wants to talk about the future and they have just a few more dollars, we're willing to work with the board," Fowler said.

Fowler also hinted that he'd like to avoid an impasse and the injection of an arbiter, which has been declared only five times in 35 years, said Debra Grove, a union negotiator and teacher at Key Largo School. In Florida, when talks between a school district and a union collapse, the dispute moves to mediation or to an administrative law judge; if that fails, the two sides take their arguments before a legislative hearing. The panel that decides the dispute at a legislative hearing is that county's School Board.

The union never has won a legislative hearing in Monroe County, Grove said. If the board doesn't relent, the teachers continue to teach; they can't strike in Florida. All they can do is attempt to win ground back when negotiating the next year's labor contract, Grove said.

He spoke on KonchAM Radio today and sounded very disconnected and lost in his own spin. He said that he was suspicious that the MAG salary study done years ago was fixed by Randy Acevedo to justfy his wife's qualification to make the Vocational Director salary...and if we had that money now, there would be more for teacher raises. Has he lost his mind? Is that really the best he could do is to keep blaming the Acevedo's? OMG, Steve needs to fast forward to the present and talk about what he CAN do, not what others coulda, shoulda...only you can give teachers a raise, Mr. P--or not!

Randy and Monique giving back all that they stole plus their salaries for the past 5 years. These salaries should be looked like grand theft. We paid them to steal! Pribramsky pay those taxes!

There are plenty of teachers

out there looking for work and would be happy to take the place of any of th greedy teachers who are demanding better raises than they are already being offered. If you feel so offended by the raise you have been offered, when others are taking paycuts or losing their jobs altogether, then feel free to leave. When the economy was better, you received significant raises, now the economy is bad and you need to understand that.

How about tha greedy teacher that wants more money to pay for heatlh care for her and her kids? What type of greedy person thinks about health care? I mean, shouldn't she just shut up and watch NASCAR or something? Jesus must be rolling in his grave.

Teacher Pay

The residents of Monroe County and their elected leaders have no real commitment to education, so, the teacher's pay will always be in limbo. This county is polluted with politicians that have no intention of properly educating the children that live here.

Across the Board

I've seen many union workers over the years take cuts in pay, or pay freezes when times were bad. But only when everyone working for the company does the same. Doesn't the Board have the power to freeze all wages, or just union wages?

Give the Teachers a Raise!

Full disclosure - I am NOT an MCSD teacher, but I have to stand with them and say GIVE THEM A RAISE. It is not easy being a teacher, even when you are the highest paid teachers in Florida (because Florida teachers are not paid much, and lets face it - the Keys are EXPENSIVE!!!). I just read how an MCSD teacher (with kids) had to give up her family's health care in order to make ends meet. Insane! Also, I personally know of a few teachers who have second jobs to keep the wolf at the door. I don't have school-aged children, but if I did, I would rather their teacher NOT have to work 2 jobs. I want that teacher to get home and get some REST so s/he can do the difficult job they do every day! So, THANK YOU TEACHERS for all the hard work you do, day in and day out.

There are many hardworking people out there who deserve a raise, but the money is not there to make it happen. What don't you people understand about hard times? Suck it up, and drive on.

Just a Question

Is there such a thing as the PTA in the Keys? I've never heard it mentioned. What type of group do the parents belong to in order to be involved in the decision-making so important to our future? It's been a long time since I had kids in school, but I found the PTA to be a great place to be involved in their educational process.

Each site has a SAC, a School Advisory Committee which provides a venue for participation.

PTA?

No, there is no PTA, but there is a PTO, however, they have zilch power.

Ummm stop being selfish

I realize teacher's work hard, but so do ALOT of other people in government who make a LOT less than teacher's do and they cannot DEMAND PAY RAISES. Times are tuff, and we would all like a raise, myself included as I am doing two jobs now since cutbacks. Be grateful you have a job.....and if you find it so horrible to work for the school board and you feel so under appreciated and paid....try finding a teaching job somewhere else. As for step pay, just because you have been teaching forever does not mean you deserve more in pay, some of the WORST teacher's my child had in our school system were ones who had been there a very long time.

because your spelling and punctuation are atrocious. Better pay means better teachers. While it may be too late for you, it is not too late for the children of Monroe County. Give the teachers a raise, spend more on classroom supplies, and cut all the excess administrators.

Why is it that when people (like you) don't agree with someone else's view, you have to find something to try to "bring them down" with? Giving the teachers a raise should in no way affect the way the teachers teach in this district and if it does then those teachers should not be here. The teachers that my children have right now, who have been here "forever" receiving their step raises SHOULD NOT BE TEACHING BECAUSE THEY DON'T TEACH! Many of these teachers are waiting out their time and know that they will not be touched. The new, young, LOWERED PAID teachers are the ones who deserve the RAISES! They are not worn out by their jobs yet. They TEACH the kids! They don't complain and they like their jobs. If you don't like the offer - then PLEASE - feel free to go somewhere else and teach! We don't need any more complaing when it comes to our educational system in the Keys - we just need more appreciative teachers and administrators who have jobs to go to each day. Many of the parents of those student's don't have that luxury!

So all you have to do to become a better teacher

is get a raise? A raise will not make any of these teachers better. Some are good, and will remain good, with or without a raise. And some are bad, and will continue to be bad with or without a raise. These teachers are already the highest paid in the state. Shouldn't the test scores therefore be the best in the state?

Limbo Teachers

Let me see if, with my MCSD education, I can grasp what is the issue pertaining to the contract discussions. The MCSD teachers are the highest paid in the state of Florida, Steps have been paid since forever, 30 or 40 years, the teachers have always gotten a raise in a contract period. The Administration is saying do to pass spending practices of the former Administration, transferring of money from the reserve funds will harm the district in the future, part of the money that could be used for teachers salaries is from the half mill voters approved to transfer from the Capital Budget and is up for vote again in 2011 and may be turned down by the MCDS voter. Mrs. Burke's son Joey, has offered the teachers a Half Step and a $600 bonus to teachers and $350 to non-teachers payable in Jan. The Union wants a Full Step payable from the start of the school year plus a 2% raise now reduced to a 1.5% increase. Now I believe Leon Fowler thinks Supt Burke is peeing on his leg and telling him its raining with a bonus and half step versus a full Step and a 1.55 raise and he is right. My daddy said you can only spend a bonus once while a raise is like a Hallmark Card, its forever. Now the real world, we are in a major economic funk, property values are in the pooper, unemployement is sky high. If you think the budget is tight in 2009 what you think it will be in 2010. I say the offer from the Administration is fair considering the above and that very few citizens in the county has received raises in the past 2 or 3 years, some taking a pay cut to keep their job. If I further understand the process, Supt Burke will present the offer to the School Board for action and will probably be refused, that info will be past back to the Union. Every one will lose if it goes to empass, all considering, teachers and non-teachers, take the offer and come back next year for a better chance plus a possibility of a 3 year agreement. It time to move on.

Out of touch

Burke and the Board are out of touch with reality. Sweeping administrative changes are needed along with steamlined administrative costs. Instead we keep administrators who were involved in the recent debacle and we add administration to oversee them. The teachers loose, the students loose and the public looses. Prospective candidates for the board and superintendentcy can follow Obama's lead and campaign on a platform of Change. Current board members should start planning ahead for the "free time" they'll have in the future. Hopefully the union will get the compensation for teachers that the teachers deserve and force Burke and the Board to cut administrative costs in the process.

Candidates

It will be interesting to see what new candidates for the School Board bring to the table. The reason I say new is that even the ones that lost previously campaigned more on personality than ideas.

the present board had

...a chance to actually produce on their promises and they have failed miserably. They will be punished next election cycle. Period. Some of those members have been there for decades....hello....the winds of change are approaching...time for new blood, new ideas, and for people with more than just fancy campaign slogans as with Dick's "money in the classroom" mantra which is laughable. he can't pass gas without googling Okaloosa for goodness sakes. One of the board members was even several thousand dollars behind on property taxes which pays for our schools. you people are a joke. i am prepared to vote for anyone with guts and decency which the present school board clearly lacks.

money from the Harris School sale go? Why hasn't the school board members taken a pay cut? Where does the money from the donated school board salaries go? Why don't school board members pay for their own insurance? Are school board members now caught up on their property taxes? What happened to the $500,000 that was "found"? How many district "double dippers" making over six figures will be retiring this year & can this savings be put toward teacher salaries? Will closing Sigsbee School provide savings that could be put to salaries? Can the admin offices be moved to Glynn Archer School & the admin property in old town be sold? Can we put a freeze on building new schools until the economy turns around?
