Higgs Beach upgrade gains momentum

Higgs Beach in Key West had long been a redheaded stepchild of the Monroe County parks system.

Because aggressive drunks and vagrants congregated at the park, many local parents were afraid to take their children to the neighboring Astro Park playground. And tourists sunning themselves and swimming at Higgs Beach braved unpleasant restrooms and frequent harassment.

However, much has changed in the past year, and people have begun to return to the county-owned beach. Many more changes are on the horizon.

Last week, the Monroe County Commission approved a $132,000 contract for local architect Bill Horn to develop a master plan for Higgs Beach and the adjacent playground and tennis court areas. County government and an ad-hoc committee it formed, along with the nonprofit Friends of Higgs Beach, are generating ideas for the area -- including a fitness and biking trail, playground improvements, more trees and a covered yoga platform, said County Commissioner Heather Carruthers, who represents the area.

There also are plans to make Higgs Beach the final stop on the Overseas Heritage Trail, a multimillion-dollar state transportation project that includes a continuous biking and running trail from Key West to Key Largo. The end of the trail could have a multipurpose visitor center, said Michael Behmke, a member of Friends of Higgs Beach.

Through the master plan, the county also hopes to help clean up nearshore waters, Carruthers said. The beaches running from Higgs Beach to Smathers Beach are some of the dirtier beaches in Key West when it comes to water quality.

It could be months -- possibly a year -- before the ideas are put into place. However, beach patrons will see immediate changes starting Monday. That's when the county will begin a $15,000, monthlong bathroom renovation project at the beach. Beach patrons have long complained about the dark and dirty bathrooms.

The county Public Works Department will install three new windows and light fixtures in each of the bathrooms. The county also will install new water pipes, low-flow toilets and partitions, said Johnny King, a senior public works director.

"It's going to be a lot cleaner and brighter," King said.

The county and its ad-hoc committee plan to hold a series of meetings to hear residents' thoughts and ideas about the long-term master plan. A lingering issue that must be resolved is what to do with a section of Atlantic Boulevard that runs between the beach and Astro Park playground. The only bathroom for the entire park is on the beach side of the road, and the children's playground is on the other side. That makes for unsafe conditions for children who now must cross in an area with no set crosswalk.

The road is a sensitive issue, as residents along the neighboring Casa Marina Court do not want extra traffic diverted onto their street, which is one block over from the beach. Several years ago, plans to spruce up Higgs Beach included a proposal to remove that stretch of Atlantic Boulevard, connecting the beach and the playground. The plan was heavily opposed by Casa Marina Court residents, and eventually was abandoned because of lack of support.

To the old "why don't you

To the old "why don't you open your house / yard" and everyone who ever tries to use his hackneyed argument, unfortunately I do not have the means to do this, nor do I think this is ever going solve the issue. Even if I did, who is to say that anyone would want to live in my house / yard? No, I think that is ineffective and completely useless line of questioning that makes it seem you don't want to help you just want to hate without anyone to call you out on it so you attempt to stump them with your match winning question. I suggest we start asking "what can we all do together?" instead of "why don't you do this impossible task?" I copied it here just in case you miss it below.

Seriously . . .

Every day on my way to work (late afternoon), there are more Spring Breakers on Higgs Beach than at Smathers. This has been the slowest Spring Break I've ever seen at Smathers. Higgs has caught on fire with the young people due to economy of distance. If they are staying downtown, they have a short walk to Higgs, and a much longer walk to Smathers. Secondly, I know owners of a local scooter rental. They told me that fewer kids have been renting scooters since the Great Recession started back in 2008. Fewer scooters means fewer rides out to Smathers. Lastly, I don't see as many drunken bums at Higgs these days. The Police and Sheriffs have been doing a good job of monitoring the nasty ones. The guys who live in vans and congregate down by the pier (where they have grills) don't hassle anyone. They meet daily, cook out, sit in lawn chairs, and enjoy the sunsets. There's nothing wrong in that.

I see this is an opportunity for more anonymous hate speech about homeless people. Hi, folks, if you've got hate in your heart work it out off of the internet. Here is a good rule, if you won't put you're name and your photo next to it, don't say it. So far the suggestions have leaned towards bullying people out of Higgs beach because they look like they might be homeless or "vagrant". That is a slippery slope folks you want to make it illegal just to exist? You're on the fast track to fascism. Some of us who don't hate people because they live a bit different then ourselves don't want to live in a police state.

i have to respond to "hate speech" writer. i really don't understand why you and your friends want to defend the homeless bums and alcoholics that basically take over and monopolize the local beaches and picnic areas, preventing locals and tourists alike from enjoying these facilities. is it really that hard to understand that most tax paying, hard working residents and tourists (the life blood of key west) would like to take their families to the beach and have a nice picnic outing without being accosted by someone looking for drinking money, or watching someone relieve themselves against a tree? why on earth would anyone choose to let these "unfortunates" run the show over decent, normal, hard working employed people? when is the last time you went to the beach and had a picnic with the "locals" in question? step away from your computer, and stroll down to higgs, walk into the rest room, and breathe deeply while washing your hands or using the facility. maybe you could sit and pass the bottle around or smoke a joint with these friends of yours. while you're at it, walk over and relieve yourself behind a tree. you are cheering for the wrong side, my friend. stand up for citizens rights instead of ignoring the scabs and blight that reflect badly on the rest of us! my guess is that you live nowhere near the problem areas, and never use any of the facilities in question. "bullying" people that are different?!? where are the rights of the decent tax payers that funded, built, and try to maintain the areas in question? wake up citizen. step outside and see where you actually live. we call it the real world! See the difference between you and I is that you are willing to lump a significant amount of people into a very small box with lots of disparaging labels. Are there people who are disrespectful to the area in question? Yes. Is the solution to bully anyone who might look like a "bum" as you say or a vagrant? No. Nor is it okay to bully anyone without "proper papers" Yes, locals and tourists should (and do) have the right to hang out there. No one is stopping you. I do bring kids to Astro park, I think it is quite nice (as far as beaches go I prefer Ft Zach). Yes, the bathroom is smelly, Can I blame that on everyone who packs his stuff onto his bike, NO. These are things I learned as a very small child. Not to judge people based on their looks but by their actions. So if certain individuals choose actions that you disapprove of you take it up with those INDIVIDUALS, not to try to say entire groups are thus guilty because an individual who may or may not look like part of that group. In fact, I am definitely not telling you to ignore the problems, but to lump the problems on to a whole group of people is just as unproductive. Individuals are causing the problems of your concern they need to be dealt with on an individual basis. Not to say that there isn't other things to be done to make the area nicer of course there is and go right to it, I'll join in as long as it isn't driving out "those people" which is entirely driven by prejudice.

It does not take a brain surgeon to figure out who is drinking in public and a vagrant, vs the people who want help. My name is Jeremiah Lormand. I am happy to let everyone know that I don't think we should determine an individual’s value based whether or not they have a home, a job, a tax return etc, and no one should be persecuted based on these things, especially if it is just a guess based on their appearance. I believe that these problems of crime need to be handled with those who are actually criminals and let real courts decide this, not any of the folks who comment here. I believe that it is better to admit you don't have a solution to a problem rather than try to find a scapegoat. I believe the way to start trying to work on these problems is community action. The catch is you can’t' try to motivate people with hate. If you go to these issues with hate in your heart you will find more and more problems (I will be one of them). If you face these problems with tolerance, understanding, love and compassion you will be much more likely to find help (I will be one of them too) and hopefully success or something like it. -Jeremiah

Dude, give it a rest. I doubt anyone hates homeless people. What we are sick of are people who do not want help or to work. These chronic vagrants or bums are impacting our tourism market, our public spaces, and our lifes. There is no reason to allow this. People do not have to sleep in the middle of Duval Street with all their possession. They also do not need to have the nicest ocean front parks as their homes. Life is not easy and tax payers have the same rights as these vagrants. If you feel so strongly, you help them out. My guess is you live in Key Haven or somewhere else far from the homeless masses.

That is where you are wrong, they do. I've read many comments on many articles and in CV that show me there are plenty subscribers with hate in their hearts. I would like to say that most of the people that may look like drifters or homeless that I have encountered and talked to were much more respectful than the majority of those spring break tourists. So how does that all work out? If you think the lifestyle of living on the streets is so easy why don't you give it a try? It is also not easy, but if it is their choice then so be it, as long as they are not a part of the criminal element that most people are actually angry about. (if it is not a choice then I hope they find a way to get what they want)

Then please open your home and yard to them. For many of us struggling to get by with multiple jobs and small apartments, places like Higgs Beach are our yards. Put your resources and your home where your mouth is. The majority of these vagrants are involved with crime. They DO NOT WORK! Where do think the money for beer and food is coming from. Begging? Stealing? An inheritance from their uncle? My heart goes out to people who are homeless due to circumstance and want to get back on their feet. People who choose a life of vagrancy do not deserve any consideration. That is called society and the codes of conduct that prevent anarchy and chaos.

Well, You have a wonderful

Well, You have a wonderful attitude about life and it would be nice if there were more of you. However, having worked with chronic homeless/vagrants for years in my old life, the problem requires a strong stick in addition to a carrot and good thoughts. Most people will not respond to help of any kind and at some point you have to decide if you are willing to live with vagrants all over your town and public parks. Given how crowded Key West is and how hard it can be to make a living, most people do not have the luxury to hide behind their fences. As a resident and someone who is in the tourist industry, I hope the city takes action soon. We are losing our business each time a tourist is harrased for money on Duval or at the beach.

Two simple steps to improve Higgs beach.

Put a stop light and crossing walk from Astro park to the beach with a light like the one on Truman by Bayview park...Then tear down the tacky concrete huts and rent tables and chairs from a booth like the beach chairs and kayaks vendors do.

I agree. Improvements would be great but Ive already been here 3 years and really have not even been able to relax and enjoy any of the space there yet! I mean I'D like to be able to sit under a hut picnic table thingy ONCE and eat some food with my little daughter but I never can because bums are ALWAYS there with all their crap, usually a few, drinking or drunk, and often being loud and swearing. And, Im always defensive walking from the playground to the dogpark due to the literal COMPOUND of bums hanging out there all the time. They sometimes are burning things that smell terrible for fire and cooking. They are just camped out there all the time. And what is the deal with the tables near the bathroom? That whole area is taken over by bums all day, forget ever using that. I again am uncomfortable even walking by with my two year old, some drunk always makes some comment. Really, it's kind of out of hand and unfair. We pay high rents and pay our taxes. Why cant we use PUBLIC places too and feel safe and at ease?!

Beach Bums

I recently visited a number of coastal towns & cities here in Florida and I found it interesting that they have a substantial numbers of homeless vagrants too, but they don't congregate at the public beaches or tourist areas like what they do here. Why don't city officials contact other municipalities like Daytona, Ft. Lauderdale, Sarasota & Palm Beach County for some advice. Some homeless people I talked to at Higgs Beach last week told me they came to Key West because it is the best place to be homeless. They can hang wherever they want day & night without any problems and that they never have to worry about missing a meal. Key West has apparently developed a reputation of being the premier place in the country to be a homeless bum. I can see that it appears we are encouraging this lifestlye but it's not good for the business community and the residents. Remember if you feed them; they will come... so stop feeding the bums and find out to stop them from taking over our parks & beaches!

You are exactly right. The police could get them to leave. There is a fine line and other communities know how to walk it. You ask them questions, ask for ID, ask where they live, tell them if you see them with open cans of beer they will be arrested, tell them to hang out somewhere else. It can be done, but Key West is too stupid to do it.

I am willing to give up certain liberty in order to assure peace and public order. We make these trade offs everyday. Only when it involves the BUMS (notice, I did not say homeless), do we have to listen to this crap. It is a long way from asking a bum to move along to a police state and your extreme example does not further your argument.

What a shame...

In all the upgrades talk, not once did I see anything about cleaning out the bums. Who gives a darn if the facilities are new, if you have vagrants living in them? My last trip to the beach was a sad stop. All the pavilions were full of the bums & their bikes. Not just stopped, but living on the table, piling their stuff on the grills, etc. Like anyone is going to want to use them after seeing that daily.

its always the bums...

ive been to beaches and parks across the country and key west is no different. when the local low life, be it bums or gangs take over we all lose. dark restrooms, well if its not the syringes its the ....well, you know. i wouldnt let my kids go there!! the same folks are kinda hiding behind a tree taking a ....! kids cant play. send the lowlife away.

So a few part time residents

So a few part time residents on Casa marina Court are more important then the hundreds of kids and thousands of people who use Higgs Beach everyday. Come on folks. Isnt it time that the needs of the many in this town outweigh the needs of the few! (Yes, I like Star Trek... LOL!)
