Panel sets criteria for evacuation
Model based on 90 percent of residents leaving for Category 5 hurricane

So what happens to the other 6900 mobile home owners? Do they click there heels together and magically fly to Miami? This process would be much more credible if they actually used rules that made sense.

Move Fantasy Fest one week so that it is outside of hurricane season, then that huge population spike which is used to stilt the calculation is brought back into normal range

Of course that would set the ROGO fantasy on its ear and mere citizens would be able to build on their own land without the ridiculous bureaucratic shakedown which defines ROGO
