Group: City's job to pay for homeless services

Nine months after taking over the management of the city's overnight homeless shelter, leaders of a Florida Keys nonprofit Tuesday told Key West city commissioners that they are not asking for a handout in this year's higher budget request.

The Southernmost Homeless Assistance League (SHAL), which had never provided services before taking over the Keys Overnight Temporary Shelter (KOTS) on Stock Island Oct. 1, also has been running a "mobile outreach" program for the homeless, in the form of a recreational vehicle staffed with counselors, for almost a year.

Instead of quibbling with the amount, the city needs to pay for its homeless services, SHAL board member Roger McVeigh said Tuesday at an afternoon hearing at Old City Hall.

"We hope we are a trusted and valued city vendor, and one the city appreciates for the critical situation last fall. In less than 30 days, we took over a $400,000 service," said McVeigh, SHAL's treasurer.

SHAL asks for more

At issue during this week's city budget hearings was SHAL's request for an additional $22,000 to beef up staff that keeps track of homeless men and women in an effort to help them find housing and jobs or disability benefits.

The shelter and the mobile outreach program ended up serving the same population, said Executive Director Wendy Coles, and at this point are joined together.

KOTS offers a bunk and shower to up to 140 people a night. Since January, it has served 738 people, 14 percent of whom were military veterans, according to reports Coles provided Tuesday.

The mobile program has served 418 people since it started in November, the report said.

SHAL's total request this budget season is $444,118, a figure at which City Commissioner Jimmy Weekley balked, reminding SHAL that it had asked for a "one-time" startup fee for the RV service, one that Coles described last fall as a pilot program.

Add the bills for electricity and other utilities and the city projects $476,018 for its homeless services this coming year.

Without the city's funding, SHAL could lose out on a matching grant from a foundation, Coles said.

"If you choose not to fund, we will reduce the number of days [mobile outreach] is operating on the streets," said Coles.

SHAL has drawn criticism this year from the Rev. Steve Braddock, president of Florida Keys Outreach Coalition (FKOC) for the Homeless, the nonprofit that managed KOTS -- almost since its inception -- before SHAL took over.

FKOC bowed out in response to a civil lawsuit filed by Sunset Marina that demands the city shut down the shelter, on the grounds it was built without proper permitting. The suit is pending.

Braddock attended a SHAL meeting last month and questioned whether the nonprofit, which serves as a source of grant money for other local agencies -- who pay an annual fee and are known as "members" -- is drifting away from its original mission statement.

Braddock has also taken issue with SHAL's January 2011 homeless count, a "point in time" survey that this year SHAL limited to the number of men and women in shelters.

SHAL reported that on Jan. 24, there were 246 people in Key West without adequate housing, citing a "positive trend," and crediting the city, the police and agencies like SHAL for the results.

Absolving SHAL

SHAL got $424,100 in city funds for this fiscal year to run KOTS and the RV program. This time, the agency wants $444,118.

The city reserves $400,000 a year to keep KOTS up and running.

SHAL's request to the city this year breaks down to $363,059 for KOTS, $38,172 for the mobile outreach RV, and $42,887 for "enhanced homeless services."

One commissioner went to bat for the nonprofit, absolving Coles for coming back again for more money after having called it a one-time request.

The city is the entity that asked SHAL to take over KOTS, said Commissioner Teri Johnston.

"The city went to this organization to bail us out of a pretty significant situation when the provider for KOTS left us with very short notice," said Johnston. "The program is working. They are reducing the number of homeless out on the street."

Johnston said the commission will have to "bite the bullet" in this case, citing Key West's reliance on tourism for revenue.

"The opinion of people and the condition of the island will determine whether they come back here," she said. "I see this as addressing a situation that will threaten our own form of income."

Weekley noted that FKOC gave proper notice per its contract.

"It wasn't like they up and walked away from it," he said. "FKOC returned money to the city; they did not use all of the revenues."

To that, McVeigh responded that SHAL was prepared to cut a check to the city for at least $25,000 that the nonprofit didn't use this year. That money cannot be used for hires.

And what would happen when these already broken bodies get further injured on the job? They become a bigger burden on the state, that's what. Besides that, would you hire them? Would you have them on your property mowing your lawn, washing your windows or cleaning your bathroom? If the answer is "no" then why should anyone else be forced to do so. If the answer is "yes" then why haven't you done it yet? the focus needs to be getting these people ready to re-enter society. They need hair cuts, clean clothes, and an avenue to get sober and healthy. You would be suprised how hard someone will work when given a chance. While it is not the case for all of them there is hope for most of them. If you teach a man to fish .....

Enabling the bums

The law requires that we provide only a "safe" place for homeless which means an area they can sleep and have toilet facilities. If you want to stay for free, you get a spot of ground and a porta-potty in a secure area. Giving them anything more is just enabling bums and alcoholics. This are should be off by Rockland Key in an industrial area away from all residences. For those that are working and actually striving to get their life back together, we already have facilities and programs to help these people. We've spent enough taxpayer money supporting the housing, feeding and medical bills of bums and alcoholics.

I consider myself a liberal and I do not favor supporting giving another penny to support the homeless. It's not a liberal/conservative issue. We've already spent more than enough money. By the way, when you write, you should attempt to spell correctly and use proper punctuation or people will think you are simple minded.

Interesting how these 'homeless' characters always have

Interesting how these 'homeless' characters always have time to laze on the beach, have their booze and cigarettes, pass out on the streets but no time for jobs where they could earn their keep. Some who are living at the shelter ARE employed and yet we're still supposed to support them? I think the time has come to put a stop to this waste, including the RV. We are certainly seeing no improvement in the situation thanks to our tax dollars.

$400,000 is way more than enough

So many hard working Key Westers are up against it, not able to afford rent, taking in boarders, skimping with essentials, no health care, it is a shame to see all this money going where it's going.

Referendum

I think if the City is spending $450,000 of the taxpayer’s money, the taxpayers should decide if this should be spent on KOTS. Put this on a Referendum vote and let the citizens decide. That way the Commissioners could have a clear conscience

The city should contribute $0 to SHAL. If they want to run a homeless shelter and an RV then the SHAL pay for it. I am tired of the city footing the bill for these degenerates. between the jail, the hospital, the shelter and the problems they cause with locals and tourists alike all they do is cost the taxpayers and the city money. Something needs to be done about the homeless problem in KW and it not giving them a free place to sleep or a zone to panhandle in. Get rid of them

Interesting. What exactly is your plan to accomplish this may I ask?

I have actually been thinking of a plan for years and the best thing I can come up with is this. Here are the basics. Once a homeless person receives a certain amount of (for lack of a better term) homeless related offenses, ie. panhandling, loitering, D&D, they get sentenced to a work release program. Send them to a farm / campground some where in central florida where they will have to be a viable and working part of that community for a min of 5 years. This will assist the farm owners by giving them inexpensive labor (yes they would be required to pay them), reduce the burden on the population of KW and help to eliminate the illegal immigrant worker problem. For the record this would be a money generating farm so this program could pay for itself instead of the bill being footed by the tax payers.

In one story on the front page today, the City wants to raise our taxes. In another story on the front page today the Homeless group is asking for 1/2 a million dollars keep their Homeless shelter open. Didn't the city just ok 2 panhandling zones in KW? Maybe the homeless can fund themselves here or move on! There are a lot of hard working people in this town who are barely getting by now and soon the city will want more of their hard earned money to support a group of people who don't do anything to support themselves?? An RV to ride around town and check on the Homeless?? Bunch of SUCKERS around here.

Many "residents" of KOTs

have jobs and have lived there for free for many years, others are just bums that live there for years, it's time for them to start paying for the services they recieve. Why should the taxpayer continue to provide able bodied people with free housing. At the least , some type of work program similar to the old spring break clean ups.

Bums

Many of the homeless in Key West have chosen their lifestyle. Drink all day, panhandle, steal, fight and be a general nuisance. The taxpayer should not be burdened with feeding, clothing and paying for health care for those that have made a conscious choice to be bums. The taxpayer and private donors should assist with those that suffer mental illness, have endured a tragic event, or temporary loss of employment. Programs like SHAL and KOTS should help sift through the homeless population and determine who falls into each category. Those determined to be bums should be strongly encouraged to freeload in another city or county. This city has become a magnet for bums because of the enabling policies and programs.

What are "enhanced homeless

What are "enhanced homeless services"? Is this nicer sheets or a massage at night? If you want to be a "trusted vendor", then open your books and lets see your success rate with getting people jobs. Not benefits and welfare, but getting people back on their feet and working. My guess is this rate is less then 10 percent which means 90 percent of this funding is wasted on bums who come here due to all our wonderful enhanced homeless services. Time to cut this funding massively so these people move on. Help those looking to better themselves while encouraging long term bums to get the hell out!

Maybe we can hire the homeless

to count butterflies, rats or deer for us...of course that might interfere with the $100,000 dollar a year government boys doing it already.
