City discusses possible annexation of Key Haven

Key West officially cast its municipal eye on two of its unincorporated neighbors after city commissioners voted to accept the city's new comprehensive plan.

The City of Key West's Adopted Comprehensive Plan lists steps for how to add southern Stock Island and Key Haven to the city's boundaries, a process that would need approval by voters in those communities and could take two years or more.

City Planner Don Craig told the commissioners, while introducing the comprehensive plan, that picking up the island of Key Haven would be in the city's best interests.

Annexing Key Haven would be desirable, Craig said, because of its location and because some residents there have expressed a desire to be part of the city.

Commissioner Jimmy Weekley asked why the city would consider annexing only Key Haven.

"Why would you annex Key Haven and leave out the part of Stock Island that runs through there?" Weekley said.

Commissioner Tony Yaniz also questioned the idea.

"The general public wants to know, why make an attempt to annex Key Haven and bypass Stock Island? That seems a like a little bit of cherry-picking," Yaniz said. "You can't bypass Stock Island."

Monroe County officials, commissioners said, are aware of the city's desire to annex Key Haven. But the point has not been made clear that Stock Island would not be included in the plan, staff members said in response to questions.

Key Haven lies about a mile east of Key West and has a population of about 1,000.

"We would be talking about Stock Island and all the city's regulations and rules being applied to Stock Island," said Mayor Craig Cates.

The only action taken at Tuesday's meeting was approval of the comprehensive plan's amendments, which include plans for recreation and outdoor space, and how land will be used and zoned in the future.

Other elements include reduction of emissions and rules for restricting development.

One goal listed on the plan is reduction of greenhouse gas emissions by 15 percent from the year 2005, and creation of a tree master plan.

Say what?

I don't live in Key Haven as I cannot afford it, but I am looking at possibly moving to Crack Island, as I really have had up to here dealing with the City. I am fairly certain that the vast majority of KH residents look with utter DREAD at the prospect of being governed by the clown car that is the City of Key West.

What can the City offer?

What could the City of Key West possibly have to offer Key Haven other than higher taxes? Key West wants Key Haven for the tax base. And as others have said, it needs minor police presence, the streets are in good shape, etc. so it is win-win for the city, but not for the residents. Do you think the county is going to sit still for that? Who on Key Haven or even Stock Island wants to put up with all the rules and regulations that Key West cranks out and all the incompetence?

Key Haven part of Key West?

This is laughable. First off why would the residents of Key Haven have any desire to be part of the incompitent Key West government. Second it is obvious why KW wants Key Haven and that is becasue of the tax money from the only nice place to live around Key West. OF course they do not want Stock Island...drugs and low property values. Key Haven equals money and no crime...duh! People moved to Key Haven because Key West has little to offer, why go backwards?

Could it be REPRESENTATION?

Maybe they want their own commissioner -- and maybe even the mayor?

Many Key Haven residents benefit by financially exploiting the tourist district of Key West, without any regard for the residents who live there.

Annexing Key Haven would further diminish the ability of Historic District residents to control their future.

Key Haven wants nothing to do with KW

With all due respect, Key Haven residents want nothing to do with this crazy scheme. We enjoy not having crack heads and weirdos in our neighborhoods. Being part of the city and the fools that run it would have no benefit what so ever to the residents of Key Haven.

City already showed its cards...

Now we know why the City Attorney is trying to strike the City Charter requirement that curent KW residents have to approve annexation, not only the residents of the area to be annexed.

The referendum was approved by KW voters who didn't want the annexation of Wisteria Island, without their approval. I don't think we trust the commission to add Stock Island or Key Haven, either. Local voter consent gives Key West residents a say in the future of our city.

Yep, that was the plan.

Unfortunately for Shawn, the citizens are going to vote a solid block NO on all of Virginia Panico's proposed referenda, especially the one giving the commission authority to annex.

Even Conch mamas didn't raise any fools. Wait...
