Clung to piece of sunken catamaran as searchers plied choppy seas at dawn

Why did the Army Corps of

Why did the Army Corps of Engineers put the jetty there? There are always boats wrecking on it.

Because the Northwest channel

was the major route for shipping to the Gulf cities from Key West, otherwise passing through the Rebecca channel; which is 40 miles west . The jetty prevents the channel entrance from being filled with sand. Thousands pass through every year without incident. Rough weather and the 4 in the morning attempt may have been a factor in human error.
