"I applaud FIRM's attempts to rein in the ridiculous rates charged by Citizens. However, Citizens is unlikely to kick in anything for a study because they have a monopoly and the Keys are a real money maker for them. I agree the only solution is to bring in competition so Citizens can't gouge us anymore. Maybe some of our well-heeled citizens who own the trolleys and Conch Trains could kick in...
