Why don't they finish one section at a time instead of tearing up the entire road?
Because the scope of work requires different specialized crews, including those for sewer and water lines. A section at a time would mean those crews would be idle until their "turn" each time, adding at least a year and substantial costs to the project, according to FDOT. With the entire road ready for construction, sewer, water, seawall and other work can be done simultaneously in varying locations.
