Another problem is surfers don't like to report such sites because it implicates them not only about viewing adult content online, a very private affair, but about seeing illegal images, so something has to be done there to find a middle ground in reporting X amount of sites annually and not being prosecuted. A supercomputer supposedly was being used to search for illegal sites online, however this didn't seem to translate into action banning such sites. So the banning has to be active. "Nannyware" doesn't seem to work because it's tailored to either ban all adult content or the company doesn't have the resources to mine the Internet and keep up with the changes. Despite how smart we think we are, as humans we are highly susceptible to conditioning effects, just look at any Marine.
