How did this project get started, and why will it take so long?

The project, and all its revisions and permits, has taken over 10 years to develop. It will take so long because four elements are involved: sewer, water, drainage and the seawall. The original timeline was 1,200 days, about 3¬½ years, but FDOT worked with the city of Key West and the Chamber of Commerce to reduce it to 820 days, affecting two tourist seasons instead of three. The reduction was made possible by giving the contractor more leeway, allowing work to proceed to the next sequence of the project when one of the four elements is completed in the prior.

The state also added a $10,000 per day incentive for early completion, which adds up to $1.2 million if the project is done in 700 days.

There are financial penalties for late completion, also at $10,000 a day, plus damages of an additional $6,800 a day.
