The nation's homeless population in 2012 held steady, declining only by less than a percent point than the year before, as cities and counties reported that 633,782 people on a single night in January were without stable housing.
A year before, the number was 636,016, according to the annual report by the U.S. Department of Housing and Urban Development.
<...The increase is mostly due to the annual arrival of the lovely "Rainbow Children" and their requisite dogs on ropes.
I saw five of them camped out at Higgs the other day (dog running free on the beach) bumming cigarettes. When the county sheriff's deputy arrived I assumed she'd remove them because dogs are not allowed on the beach. But no, instead she patted the dog and played with it for two minutes, completely ignoring the campers.
At the same time, the bums have moved from the picnic tables to the two pavilions. Usually there are five or more there from sun-up to sunset. The same deputy merely laughed and chatted with them.
Having Sheriff's deputies on duty daily at Higgs is useless if they don't clear the beach of bums. A waste of our taxpayer money.
