Donations pay for lunches

Some Key Largo fire officials are questioning the $450 a month the fire chief spends, on average, for lunches at local restaurants. The chief said he is picking up the tab in an effort to recruit and retain volunteer firefighters.

"These firefighters need to know that the guy on the sidewalk has their back," said Sergio Garcia, chief of the Key Largo Volunteer Fire-EMS Department.

Some of the volunteers drive from Miami-Dade County and in certain cases aren't able to get reimbursement for fuel costs, so lunch is a perk for them, Garcia told the Citizen.

"They'll call me and say, 'Hey chief, want to get lunch?' and I'll meet them somewhere," Garcia said.

But not everyone agrees that is the best way to spend donated funds.

"These lunches are getting out of hand," said former Fire Chief Dave Gow, who recently stepped down from the department's board of directors. "It is a slush fund and it's a problem that needs to be addressed."

Gow, though, emphasized that he doesn't believe Garcia has done anything illegal.

And Garcia said he uses only donated money out of Fire Department coffers, of which he gets a $1,000 monthly allotment. He said the money does not come from taxpayer revenue the department receives from the Key Largo Fire-EMS District.

Garcia has used about 10 percent of the 2012 donations the department received through various means, including fundraising "boot" drives along the highway, according to financial documents provided to The Citizen.

And he says residents should keep giving.

"We're not letting houses burn to the ground," Garcia said.

He has focused on D-Hooker Sports Bar & Grill, The Fish House, Evelyn's Restaurant and Mrs. Mac's Kitchen, with monthly expenditures ranging from $200 to $800, the documents show.

The Fire Department board receives a monthly financial report of how much of his monthly $1,000 allotment the chief spends, but it does not detail where the chief spends the money, Garcia acknowledged. The Citizen did not take into to account expenses for work trips to Orlando and Indianapolis. Garcia said that money was reimbursed by the district.

The discretionary fund was established before Garcia became chief and it serves various purposes, including paying for travel, he says, as some hotels won't accept checks. Garcia said the department shouldn't spend its money on what should be coming from district pockets, like correcting signage on one of its stations.

As long as his department is providing good service to the area, he says it shouldn't matter if he buys his employees lunch.

But the fire chief has gotten some push-back on the spending from the elected members on the Key Largo Fire-EMS District, which contracts with the department for fire services. Bob Thomas, who voters elected last year, has expressed concern about the spending.

Garcia says the criticism is misplaced.

"How the corporation spends their money shouldn't be brought up at a district meeting," Garcia said. "It's a waste of time."

On the day of the fire chief's election, which is determined by the vote of firefighters, Garcia bought some of the firefighters' meals with his chief's account, an act he says he normally does throughout the month as an incentive tool.

"It was unfair," Gow said. "There's an ethical problem there and it's not good leadership."

Garcia, though, says the discussion during the lunch meeting was work-related and not about the election.

"The guys will vote for who they trust, not who buys them a hamburger," the chief said.

Thomas said he plans to bring up the chief's account in September when budget season rolls around and the district starts deciding how much to tax property owners and how to spend that money.

Why pay for ANYONE's lunch!

People have to eat everyday, whether they are working, volunteering or sitting at home. Some of these posts make it sound like volunteers have an EXTRA cost of volunteering by going out to lunch! There are VOLUNTEER mentors in the schools that actually PAY for lunch of the students each week in addition to their own while volunteering! I'm sure the same with many other volunteers buying or BRINGING their own lunch wherever they volunteer. Why is this supposed to get covered by the fire department by donations? There will be no more dollars or even pennies dropped in boot drives from me!

Free lunches

I have nothing against the free lunches but they should be coming from the fire department not from the chief and his chief's account. He is clearly using the lunches as a way to control and influence the volunteers. It has been going on for a long time. Chief Sergio Garcia is not a generous person, he obviously feels he is getting something in return.

Volunteers

If volunteer means the fire fighters do not get paid and volunteer to risk their lives to protect our property, I don't see a problem with the lunches. Somebody help me out here.

How do you sign up for that

How do you sign up for that job? Simple, stop by a Key Largo fire station and pick up a volunteer application...then in return for a free lunch from time to time, you can donate hundreds of hours of your free time, and quite possibly your life protecting your neighbors. The reality is that you should be honored to buy the lunch of one of the volunteers if you see him and his family out in town.

No free lunch

Bingo. You volunteer! You know what you want to do. Have volunteered myself from time to time. Look up the definition. No free lunch is mentioned. Dont want to volunteer? Then don't!

No, not what I was talking about.

I wasn't talking about being a volunteer. I was talking about the job as chief. I have no problem with volunteers getting a paid lunch. Do you mean the Chief doesn't have lunch too when he buys a lunch for a volunteer? It is more the process of the thing, the potential for abuse. Give the volunteers a seralized voucher for lunch. Then pay the eatery when they are turned in, so there is an accounting. I didn't write the newspaper article or comment in it. Apparently this is not the only issue to be concerned about.

here's a thought...

there's a few that should be passing on their lunches and going for a jog instead... unles being out of shape is now acceptable for firefighters. same goes for the cops too... way too many tubbies on the job these days.

Nothing more than a distraction and a free pass.

With all of the things that have happened at the Key Largo Volunteer Fire Department and all of the things that Chief Sergio Garcia has done and continues to do we are now going to concentrate on the free lunches. It seems as though the fire department board and district commissioners want to ignore the real issues. Are they on Sergio's side? In the end nothing will happen to Sergio and like always the Volunteers will ultimately pay the price by losing one of their perks. The rank and file volunteers are the ones that always pay the price and everyone else gets a free pass and continue with their same antics. Why do you think they have so much turn over in the volunteer pool? Could it be that they want it this way? After a while volunteers know too much about the department and are seen as a risk.

Sergio can't see the problem, his Ego is in the way.

Sergio Garcia has grown far too comfortable spending other peoples money for his own enjoyment. SG is getting over on the people he swore to serve and his full time employer as well.

Fire Chief Sergio Garcia must be very very close to someone at AT&T because all he does during the day is drive around in his fire SUV, take the fire department members out to lunch and respond to calls, if there are any that day. I hate to see the gas bill for just the chiefs vehicle.

Sounds fishy to me. There are not good accounting practices and it sounds like it's just a big slush fund. The guy is very eager to keep it all 'below board'. I've often wondered how much McPhat cost the city in his massive personal lunches. Many times I saw him in restaurants with tons of food on the table - more than two people should eat. He'd bring a city employee with him or some other 'important' person and all they did was chow down. I actually have pictures!
