Noise, abandoned property ordinances on agenda

PLANTATION KEY -- The Village Council will convene for its regularly scheduled legislative meeting at 5:30 p.m. Valentine's Night, Thursday, Feb. 14, in the Founders Park Community Center.

Up for a vote is the preliminary reading of a revision to the town's noise ordinance. Changes to the ordinance would come largely in response to complaints from Venetian Shores resident Cheryl Culberson, who has been angered by the noise emanating from outdoor bands at Smugglers Cove.

The council is also slated to take a preliminary vote on an ordinance that would give the town more authority to clean up abandoned properties.

In addition, final votes are scheduled on a revision to the village purchasing ordinance and on an ordinance that would loosen parking requirements for some businesses.

The new purchasing ordinance, which received unanimous preliminary approval from the council last month, would require the village to document its reasons before awarding no-bid contracts or contract extensions.

The change comes in response to a recommendation by the Florida Auditor General's Office, which critiqued village contracting practices in a petitioner-mandated probe last March.

The ordinance changing parking requirements, which the council also approved unanimously on first reading last month, would allow boat slips to be credited as parking spaces for development purposes. The credits would only apply to slips that restaurants, marinas and other business specifically designate for short-term dockage.

The ordinance is the first measure council members have voted on as part of their push to make permitting and planning reviews more efficient and less burdensome.
