Scooter driver cited trying to beat traffic

KEY WEST -- A hurried scooter driver who had already been warned for driving while looking at a cell phone was cited at 9 a.m. Thursday for quickly cutting through a gas station to beat North Roosevelt Boulevard construction traffic.

The man was cited for not having a motorcycle endorsement and for cutting through the gas station to avoid a traffic control device.
