Root wins Utility Board seat in runoff
21% turnout in city's lone race

Tim Root, a Key West builder, took 57 percent of the vote in Tuesday's runoff election to win a seat on the Utility Board, beating political newcomer Vidal by 453 votes.

The election drew a 21 percent turnout by voters for a total of 3,163 ballots cast and completes a contest that began as a three-candidate race that couldn't produce a winner in the Oct. 1 primary.
