T-shirt shops on Duval tarnish city's image

I assume it's a free speech or similar right that allows T-shirt shops to put whatever they wish in their windows. But for a town that depends so much on tourists is there any doubt that a shirt in the window which says "F... You, You F...... F..." (for example) might leave first-time upscale visitors, or parents with kids and gr...
