Why did FDOT waste money on bridges that it planned to close?

The Florida Department of Transportation's recent decision to close off all access to four bridges along U.S. 1 is, well, baffling. The reason behind the closures is said to be the deterioration of the understructures due to corrosion and neglect. No bikes, no walking, and certainly no fishing.
