Village taps new finance director

ISLAMORADA -- The village's next finance director is scheduled to report to work on May 19.

Last week, Maria Aguilar tapped H. Ian Proverbs to fill the post that she will vacate in order to work full-time as village manager. Aguilar has held both the manager and finance director portfolios since former Village Manager Ed Koconis stepped down in March 5.

Proverbs, who is currently second in charge of the finance team for the city of Titusville, will have a salary of $95,000. He bettered 20 other applicants for the post and four others who made it to an interview.

Aguilar said she was impressed by the preparation Proverbs put into the interview as well as the knowledge of village budget and audit documents that he displayed.

"So that indicated his desire to be here and demonstrated his understanding of what he was reading," she said.

Proverbs comes to the village with more than 20 years of experience in finance-related fields, according to his resume.

A certified government finance officer, he was a supervisor in the finance office of the Hendry County School District from 2001 to 2009.

The job in Islamorada will put him atop a finance department for the first time since a six-month stint as director of fiscal services for the Okeechobee County School District ended in early 2010.

"It was just not a good fit, Okeechobee and myself," Proverbs said in an interview last week.

He began working for Titusville in 2011.

Proverbs said he is excited about the opportunity to once again direct a finance department. He's also looking forward to the Islamorada climate, which is closer to that of his native Barbados than the Titusville climate.

He said he'll listen closely to the existing finance staff before deciding what, if any, changes need to be made.

"I am laid-back about how I approach things," Proverbs said. "They are a group of professionals. They know their stuff."
