Vitas defends $114K utilities contract
Mayor, 2 commissioners will question Fernandez's new agreement tonight

City Manager Bob Vitas created a $113,825 utilities director position for retiring assistant city manager David Fernandez without consulting the city attorney, despite a 2007 ordinance that requires a legal review of all contracts.

"All contracts, no exceptions," said City Commissioner Tony Yaniz. "All contracts go through legal."
