KEY LARGO -- More than 18 months after the Monroe County Commission closed off water access on Bay View Drive, it may be reopened by summer's end, says county Mayor Sylvia Murphy.

The closure, which was described as temporary, put an end to the swimming and kayaking activities of residents of a nearby assisted living facility for the developmentally disabled. That residence, known as the Murphy House, has since closed.

The shut down also took away a liveaboard community's access to the island.

The closure was prompted by Bay View Drive residents who had complained about people loitering at the water's edge.

Exposure arrest

KEY LARGO -- An 83-year-old retired Miami police crime scene technician accused of exposing himself in front of an 11-year-old girl and her mother was arrested July 28, according to the Monroe County Sheriff's Office.

Alfred Heath of Key Largo was charged with two counts of felony lewd and lascivious behavior and two counts of misdemeanor indecent exposure.

The girl and her mother were standing on a dock at the Paradise Point Mobile Home Park, 99 Seaside Ave., taking pictures when they saw Heath standing in the doorway of a mobile home about 50 yards away, reports state. The woman told deputies he was facing them and masturbating in full view.

Heath denied the allegations and told deputies he was changing his pants.

Deputies arrested Heath and took him to the Plantation Key jail after interviewing him, the mother and daughter.
