Sometime around Aug. 27, property owners in Monroe County received a canary yellow, legal size form from the Monroe County Property Appraiser's Office with as many as 121 figures on it. Letting your fingers do the walking across this form would be a Forrest Gump-sized challenge.

It's an odd form. Printed on it in heavy bold type at least five times are the words, "NOT A BILL...
